• Reviews and develops health and safety policies, procedures and guidance, in keeping with best practices and makes recommendations on their implementation and application.
• Consults with middle managers and other line managers and gives appropriate advice on formulating best-practice policies and procedures.
• Provides independent professional advice and technical information, where appropriate, to senior managers and all line managers to enable the HCC to discharge its statutory, common and moral obligations, keeping staff and managers abreast of changes in HS&E legislation and codes of practice.
• Provides, or where necessary out-sources, training for staff in relation to health and safety policies, practices and procedures.
• Establishes budget proposals for the operation of the occupational health and safety office and specific training programs.
• Arranges for occupational health and safety testing and/or evaluations of the workplace by external agencies/consultants, as may be necessary.
• Acts as liaison with all related governmental bodies and regulating agencies.
• Liaises with Civil Defense, municipal and emergency planners, updates plans, organizes exercises and evaluates procedures.
• Maintains accident statistics, analyzes trends and proposes and takes remedial action, where necessary.
• Assists and supports other departments in HCC in the preparation of risk assessments.
• Develops procedures to ensure that contractors, suppliers, consultants and other irregular visitors to HCC comply with relevant legislation and HCC safety policies.
• Manages and maintains the HCC H, S & E database, ensuring H, S&E statements are available on all hazardous materials and that effective risk assessments are in place to manage the handling and use of such substances; ensures all assessments are reviewed annually.
• Ensures the implementation of HCC fire and evacuation procedure and monitors its effectiveness by undertaking fire evacuation drills on all sites in HCC.
• Ensures, at minimum, legal compliance and reduces risk of non-compliance.
• Identifies opportunities for continuous environmental improvement and implement programs to deliver these.
• Promotes and coordinates the integration of environmental management and sustainability issues into policies, rules, products, services and operations.
• Assists the institution to perform more efficiently and therefore more competitively, which in turn promotes environmental improvement.
• Represents HCC with local and national health, safety and environmental bodies.
• Manages and controls the plant’s recycling and waste management procedures
• Develop, implement and maintain plant health, safety policies, system and guidelines.
• Plan, organize and implement relevant health and safety's activities and programs in enhancing the plant safe work culture.
• Participate in accident investigation and make sure all LOST TIME INCIDENT (LTI) and serious near miss are fully investigated, closed out, and suitably communicated.
• Develop Safety Audit Schedule, conduct site Safety audits within projects and assist Site Management in conduct of safety audits, as needed.
• Prepare company to be certified in ISO14001 & OHSAS 18001 in maintenance projects, erection projects, head office & workshop.
• Assign as Quality Assurance manager for ISO14001 & OHSAS 18001
• Responsible about developing emergency response plan for head office and projects.
• Coordinate, monitor, review and prepare reports on projects health and safety activities, implementation, progress and performance.
• Maintain standards of safety and comply with Company’s Occupational Health & Safety Management System requirements.
• Advise all project personnel and subcontractors regarding safe working practices and to develop safety consciousness.
• Ensure that every employee is informed and trained to perform their job in a productive and safe way in accordance with KOC policies & procedures.
• Ensure that authorized programs of accident prevention, and emergency evacuation are in place.
• Maintain a safe and productive working environment by conducting appropriate safety, corrective action, job hazard, and inspections on a regular basis.
• Ensure that accident investigations are conducted, when appropriate, in accordance with KOC policies &procedures, under the direction of the Safety Department.
• Responsible about waste management system and review all environmental condition in project location.
• Plan, organize and implement relevant health and safety's activities and programs in enhancing the plant safe work culture.
• Coordinate, monitor, review and prepare reports on plant health and safety activities, implementation, progress and performance (which include monitoring and analyzing the statistics and trend) .
• Participate in plant management committees and facilitate the plant health and safety committees that are used as a platform to advise and manage health and safety topics and issues.
• Develop Safety Audit Schedule, conduct site Safety audits within the plant and assist Site Management in conduct of safety plant audits, as needed.
• Evaluate and monitor implementation of contractor’s safety management systems.
• Participate and advise in the development of plant’s health, safety & Environment annual objectives, targets and action plans; and formulation of health & safety capital and operating expenditure.
• Participate in accident investigation and make sure all LOST TIME INCIDENT (LTI) and serious near miss are fully investigated, closed out, and suitably communicated.
• Directed the plan of implementing the new safety standards (Beni Suef Plant)/ Polices starting from the assessment, close the gaps and training to the full implementation and following up, such as working at height, isolation procedures.
• Ensure regulatory compliance of environmental activities and use of alternative fuels and secondary raw materials
• Updated action plan for continuous improvement in Environment
• Monthly operation closing
• Monthly Environmental & Safety reporting and Safety Committee member
• Egyptian Environmental Affairs Agency (EEAA) plant visits handling, regular meeting with stakeholders.
• Internal auditing to all plant environmental issues.
• Responsible Manager for implementation CO2 Emission Management System.
• Responsible about radioactive sources activities in BSF plant.
