Afghan Urban Water and Sewage Program is funded by USAID and implemented by DTGlobal formerly known as AECOM International, and the client is Urban Water Supply and
Sewerage (UWASS).
Develop a private sector engagement strategy in consultation UWASS.
Assesses feasibility of service unbundling (utility billing, meter reading etc.)
Support the creation of public private partnership, opportunities, and implementation of
partnerships as well as private sector engagement (PSE) in service delivery opportunities
Ensure PSE aspects are considered in all Afghan Urban Water and Sewage (AUWS) Program
intervention strategies
Explore opportunities for specific PSE interventions that align with any yet to be identified
PSE/ local economic development strategy and where this could dovetail in AUWS program
objectives

Identify potential for synergies supporting PSE and resulting in job creation between all
demand side interventions and discuss them across the AUWS intervention units
Build/ maintain with UWASS the relationships with private sector stakeholders and explore
different areas of collaboration within a developing PSE/LED strategy
Liaise with communications specialist on development and dissemination of relevant PSE
related communications material
Provide technical expertise to UWASS staff interacting with other stakeholders on PSErelated issues
Electrical Consultant:
▪ Development of power consumption assessment questionnaires and tools
▪ Site investigation and conducting interviews for power consumption assessment.
▪ Development of power consumption assessment report for water utility (UWASS)
