Responsibilities
- Manage the Cost Control department.
- Develop and maintenance of cost control procedures for the project.
- Development of policies, objectives and standards applicable.
- Develop the CBS of the project in conjunction with the managers of the different
areas.
- Establish a cost baseline (0 Budget) for measuring project performance.
- Managing the cost engineering, procurement and construction of the project.
- Participate with the Project Director to define the cost Project objectives.
- Ensure that the project cost objectives are meet.
- Controlling the rates and cost of the materials and labor.
- Update the official budget and subsequent revisions of the budget in the project
control System.
- Interact with the project teams, especially with procurement, production, financial
and engineering.
- Monitor cost performance to detect and understand variances from plan.
- Control, track and follow-up on subcontractor costs, actual progress and
certifications,
- Prepare unit prices, along with the construction & purchasing team, in accordance
to the needs of the project, subcontracts and related matters.
Job aim: To perform and manage the development of an
appropriate cost plans and budgets; oversee planning of the
entire work programs that aligned with the projects / company
strategic objectives.
Responsibilities:
- Provide Cost Controlling support to department for all short term and long term
projects.
- Responsible to close monitor and control projects total expenditures including
verifying and checking of invoices and claims from suppliers, vendors and
subcontractors to ensure that all project expenditures are captured and
properly recorded, etc. in close coordination with HO Projects Management,
Finance, Central Store (CST) and Projects.
- Ensure effective implementation and utilization of Cost Control report at
projects level.
- Providing Site Budget Rev.0, administration support within the department, to
interface between Finance and the various departments for the consolidation
of budget.
- Ensure cost and schedule performance tracking for all projects.
- Conducting cost analysis as per project management recommended practices.
- Creating Project Control & Cost Control best formats to enhance the
monitoring, tracking, Controlling & data recording system for projects.
- perform technical and commercial review of subcontractor’s quotations for the
preparation of service agreements.
- perform project costing related reporting to the internal Project Management
team and management’s review on a monthly basis to ensure that
expenditures are kept within the project budget.
- Provide cost control and planning advice to the internal Project Management
team as and when required.
- Coordinate and work with the project management team to resolve project cost
related issues to ensure the delivery / completion of the project work.

Cost Control Engineer:
Duty:
- Study project contracts, scope statement, technical specifications, execution plan, estimation sheets, method statements, subcontractor’s proposals, and master construction schedule.
- Reviews project drawings, specifications, BOQs and other contract documents in order to prepare an accurate and comprehensive workable budget and cost control plan.
- Ensures communicating with Operation, Procurement and Engineering functions during the preparation of the detailed budget.
- Prepare and get approval of the project budget.
- Monitor, regularly, the detailed construction progress of the project to ensure full adherence to work plans within agreed budget and resources.
- Evaluate project performance; prepare project forecasts and recommend corrective and preventive actions.
- Issue monthly progress invoice.

- Assess and analyses all amendments to the project as a result of change orders and take necessary actions to amend the project budget.

- Verify the in-process inspection according to the approved ITP plan.
- Checking fit up of the joint before start welding operation as per the
detailed drawing (root gap, bevel angle, surface mismatch).
- Follow and assure that all technicians are fulfilling their tasks.
- Checking electrode type, size & record of batch number.
- Checking the settings of welding machines parameters during
welding operations as required by inspection plan and calculate the
heat input for each welding pass.
- Dimensional checking of assembly drawing and after completion the
assembly.

- Dealing with the client representative at construction sites.
