Review Tender documents submitted by Design consultant for all volumes and highlight the missing information and details and follow-up with the Design consultant.
Ensure complete scope of works are covered during design stage.
Prepare rough order of cost estimates.
Prepare benchmarking reports
Attend meetings with other business units and relay updates on cost deliverables.
Prepare and review value engineering registers.
Review and interrogate cost plans, bills of quantities and pre-tender estimates prepared by external consultants.
Review and interrogate tender returns, including side-by-side commercial evaluations and preparation of tender queries.
Review and Compare the Commercial proposal submitted by the Bidders and Compile all the high rated and overpriced items and submit to the line Manager for Negotiation.
Ensure the Commercial proposals submitted by the Contractors are cover all the Scope of Works and the Contracts Award is meeting with approved Budget.
Engage with the local market, namely contractors, engineering firms and consultants, to obtain relevant cost data.
Finalizing the Contract Documents of Contractors after review, highlight missing documents & errors and ensure the Complete Contract Documents are Submitted by the Contractors.
Administrating contracts during the various stages of Project Execution.
Certifying Consultants / Contractors progress Invoices.
Evaluating the VOs/RFIs/EIs issued by the Engineer related to the Cost/ Time impact.
Provide advice to the Project staff on Commercial and Contractual matters.
Responsible for managing all the contractual and commercial duties during the Pre-Contract and Post Contract stages.
Transfer From Dubai, UAE to Riyadh, Saudi Arabia.
Role and Responsibilities:
Duties for Contract Reviews:
- Reviewing the tender documents / contract conditions / scope of works for the contract Signoff
- Analyse the Contract general terms and conditions to highlights area of risk before signing of Contract.
- Preparing contract comments sheet for amendment of subcontract general terms and conditions.
- Discussing, reviewing and negotiating with Client to agree on amended terms & Conditions prior to signing the contract
Duties for Contract Administration:
- Administrating the contract during the various stages of Project Execution
- Drafting contractual correspondences to Client & Subcontractors
- Monitor Contract performance and continual reviews to ensure that all the terms & Conditions are met and that the contract is in accordance with legal requirement
- Liaising with many different parties including technical and financial staff, sub-contractors, legal teams and the client's own representatives
Duties for Commercial Management:
- Prepare monthly Interim Payment Application
- Certifying Subcontractor Invoices
- Identify the changes in the scope of works & notifying to client for claim
- Evaluating the VOs/RFIs/EIs issued by the Engineer and notifying the engineer / client Regarding the cost / time implication
- Preparation and Submission of Variations, Claims and agreeing with Clients / Consultants
- Review and recommendation of Consultant / Contractor’s valuation on claims & variations
- Prepares Prolongation Cost for EOT with proper substantiation documents
- Prepares and evaluating Claims due to Force Majeure.
- Provide advice to project staff on commercial and contractual matters including reviewing and drafting of correspondence
- Responsible for managing all project cost from pitch to completion
Cost Reporting:
- Produce Expected Revenue for each month
- Produce reports on project performance comparing with budget V Actual
- Prepare & Compile Final Account statement as per contract obligation
- Cost Reconciliation Report (CVR) - Produce Report of Actual Cost V Revenue of each Project to senior management.
