1- Establish and maintain Health Safety and Environmental Plan that fosters a climate of continuous improvement within the Company and an atmosphere where the Company’s performance is considered “best in the class”
2- Developing, implementing and maintain an effective compliant Safety, Health, Risk, and Environmental (SHE) Management System, including policy, procedures and plans so that employees meet or exceed their legal and corporate responsibilities.
3- Establish company objectives that define the key result areas
4- Assess, approve, control and supervise all amendments and revisions to the manuals, and verify that the revisions are accepted by government agencies and clients
5- Promote HSE programs and strategies.
6- Issue and Implement HSE programs incorporating engineering HSE plans and procedures.
7- Attend all pre-bid meetings and coordinate all project requirements with the project bidders, providing support and guidance to the project manager on all matters relating to SCC HSE Management system
8- Review client requirements and specifications.
9- Provide leadership to the HSSE Department as the appointed HSE Manager
10- Ensure that all contractors and sub contractors comply with SCC HSE rules and regulations.
11- Introducing OHSAS 18001 and ISO 14001 to the company, preparing the compliance documentation, train the company management and middle management regarding these standards and finally implementing the standards throughout the company.
12- Facilitate the improvement in health, safety, environmental protection and loss prevention plan and procedures
13- Ensure compliance with all HSE regulatory requirements and with good practice
14- Develop, introduce, train, implement, audit and review all HSE Management systems.
15- Manage all Project HSE teams so that they perform their roles effectively and stay in touch with all information in and around HSSE requirements, legislation and world trends.
16- Inject new knowledge & understanding of execution methodology in process safety and construction safety
17- Supporting project personnel with site inspections, worksite observations and hazard assessments to ensure compliance with relevant legislation, and policies and procedures.
18- Develop all Emergency Procedures and plans, train, implements and review procedures.
19- Prepare Monthly HSE Reports on progress and actions taken.
20- Advising the front line management and other personnel, as appropriate, on all aspects of health and safety including advice in relation to relevant legislation, directives, codes of practice, policy matters etc.
21- Proactively identify plans to reduce hazards, hazard exposures and hazardous activities that pose significant risk to the Project and SCC.
22- Assess existing safety standards and develop revisions and new standards required to ensure a safe working environment for all employees and contractors.
23- Advising management in regards to regulatory and project specific HSE responsibilities
24- Supporting the management team in the reporting, investigation and management of work-related incidents.
25- Ensure accurate reporting, investigation and effective remediation of environmental incidents
26- Review and categorize incident reports to ensure root causes and corrective actions are identified.
27- Liaising, as appropriate, with contractors, clients, and regulators.
28- Assisting in the development, implementation, and evaluation of orientation, education and training programs.
29- Facilitate, develop and deliver HSE training, as required.
30- Conduct random project and work site inspections to ensure compliance with company policy and legislation

2- Responsible for Writing, Reviewing & Implementation of the company’s HSE Project Plans, Procedures, Method Statements & Work Instructions, Hazard Identification, Risk Assessments, Fire Emergency Escape Roots.
3- Manage and coordinate HSE activities and responsibilities pertaining to SCC’s HSE staff (Advisors/officers) on all sites.
4-Lead investigations in all Major Accidents and participate in all minor ones.
5- Managing all HSE Documents & Records.
6- Chairing Management HSE Performance Meetings.
