President

Mubarak City for Scientific Research and Technology Applications

Alexandria, Egypt

February 2007 - April 2010

• Founded the first Egyptian scientific body to work on the production
and management of knowledge; a Science Park like its counterparts in
developed countries, to serve the national priorities of the Egyptian state
in what is called a Knowledge-Based Economy. The project was
achieved in collaboration with UNESCO International, the World
Technopolis Association (WTA), and the Egyptian Ministry of Higher
Education and Scientific Research.
• Prevailed in adopting Mubarak City and its Science Park as a member of
WTA International and its institutions. Hence, the city was considered a
regional headquarter of the international body, and a model taught in
WTA associates in both Shanghai, China, and Dijon, Korea. So institutions, bodies, and universities from Nigeria, Uganda, Saudi Arabia, Kuwait, Sudan, Lebanon, Dubai, and Jordan have requested expertise and advisers from the city to help convey our experience and conceptual framework.
• Established the first Science and Technology Investment Zone in the
Middle East, in Burg Al Arab. A Prime Minister Decree No. 2320 of 2009
has been issued, with 567 thousand square meters allocated to it. The
project has been announced in cooperation with the General Authority for Investment and Free Zones, in 60 joint projects with entities, companies, and institutions from the United States of America, Germany, Belgium, Spain, Italy, Greece, Austria, China, Korea, and other Arab countries.
• Raised funds to about 270.00 M LE for the foundation of the Investment
Zone in collaboration with the Egyptian Administrative Authorities and
Industrial Ventures.
• Founded and built the first Egyptian Center of Excellence for Preclinical Studies. The center was connected to an animal house with its trial labs and facilities in a modern architectural style and equipment within the frame of international updated code.
• Established a Center for Advanced Technologies with six state-of-the-art laboratories for Experimental Therapeutics & Bioavailability,
Nanotechnology & Molecular Oncology, Material Sciences & Solar
Cells, Tissue Engineering, Drug Design and Delivery, and Genomics
