Managing multi million dollars multiple tenders & contracts for various assets of ADCO by optimising
all commercial & contractual benefits to ADCO.
 Planning, managing and executing tendering activities in accordance with corporate policies and
procedures in most efficient and effective manner.
 Develop contracting plan and tendering schedule to meet operation objectives.
 Proactively support End User to trigger/initiate new tender cycle in time by tracking contract expiry for recurring
maintenance & service contracts to ensure continuity of services.
 Render advice to End Users in planning, preparation, technical evaluation and interpretation of contracts in
accordance with established corporate policies and procedures.
 Challenge any anomalies between
scope of work, drawings and pricing schedule. Review tender estimates, finance proposals, price analysis based
on usage.
 Strategic review of Scope of Services, Pricing Schedule with the End-Users. Identify risks, liaise with all
stakeholders and modify the scope and price schedule.
 Issuing Expression of Interest and perform Screening of bidders to select appropriate bidders capable of
performing the required Work/Services.
 Co-ordination with End User in finalization of Bidders List.
 Preparation of Bidders List and Award Strategy and presentation to appropriate Tenders Board for approval.
 Assists Contract administrators and end-users in preparing Scope of Work/Services, Usage Factors, BOQ or Pricing
Schedule.
 Functional review of draft Tenders with various departments to ensure all Technical, Commercial, Legal and HSE
aspects are covered in a Tender Package.
 Prepare/compile technical, commercial invitation packages and issue to tenderers through PROCON.
 Liaise with Technical evaluation team to finalize all Technical clarifications/qualifications. Prepare technical
clarifications to bidders during technical evaluation process.
 Analyse Technical evaluation submitted by the Technical evaluation team. Ensure Technical evaluation reports are
approved by Delegated Authority within KPI limits.
 Invite Commercial bids from technically acceptable bidders.
 Perform Commercial evaluation.
 Ensure award strategy is in compliance with set polices and ADCO guidelines.
 Prepare Award Recommendation and present to appropriate Tenders Board for approval.
 Perform negotiations with bidders if recommended by Tenders Board.
 Ensure that all Tender Bulletins and agreed Clarifications are incorporated within Contract document upon
approval of award recommendation.
 Initiate & coordinate functional review of final Contract with End User and various departments.
 Coordinate and follow up on Contract issued for signature process, obtain signatures of both parties and
distribute signed Contract to Contractor, End user.
 Provides active support to contract administrator by assisting in verification of payments against contract terms,
verification of spend monitoring in liaison with finance unit, preparing periodic reports to monitor contracted
work progress and coordination of Cross field contracts management; for example floating resources from one
field to another with similar contracts.
 Compiling and maintaining records of bid documents, tenders/contracts.
 Analyze and obtain approval for all Variation Orders/Additional funds.
 Monitor expenditure trend of contracts and alert Contract Administrator for deviations.

 Auditing Administration of contracts by checking the monthly payments, statements etc.
 Corporate Focal Point for process control using Oracle Armada and MS-Dynamics which is tailor-made software

 Coordinate and perform Contract Close-out actions.
