ORYX GTL is a synthetic fuel plant based in Ras Laffan Industrial City, Qatar, that is owned by Qatar Petroleum (51%) and Sasol (49%). It uses gas to liquids (GTL) technology for converting natural gas into liquid petroleum products. The capacity of Oryx GTL is 34 thousand barrels per day (5.4×10^3 m3/d) of oil. I accept to work as contract specialist as it is first time for me to work on overseas position, my duties summaries in the following:
To carry out tendering activities from receipt of Contracts Request (or Purchase Requisition (PR) in SAP) for a service, long term supply of materials until the tender is awarded and contract is signed, delivered and closed out .Additionally to support the Senior Contracts Specialist in vetting, negotiating and producing Contract Agreements as required through the following;
• Manage the Tendering Process
• Manage Technical& Commercial Evaluation Process
• Contractor Performance & Relationship
• Manage Change & Continuous Improvement Initiatives
• Management and Supervision of the Contracts Section team
• Providing strategy advise on contractual / commercial issues regarding MOU, Partnership, Joint Venture, Subcontract and service contract
• Initiate & respond to major contractual correspondence
• Management and processing of major Changes order
• Coordinate with Group Legal Advisor as directed by Senior Management
• Overview and final negotiation of Subcontract Terms and Conditions following Management Approval
• Monitoring of all correspondence for contractual commercial compliance with relevant Parties
• To process Service requisition till it finalization to contracts, subcontract and etc
Preparation of tender documentation including pricing mechanism, compile comments from other applicable review parties and issue for tendering.
Assist in negotiating, analyzing and drafting terms and conditions and contracting frameworks.
Maintain strict confidentiality and ethics on all contractual matters.
Preparation of contract documents incorporating the effect of all negotiations, clarifications and qualifications.
Provide support on all pre-contract contractual matters including tendering and contracting strategies to ensure that the Company acquires the best possible tendering strategies that lead to the best techno-commercial and lowest priced Contract applicable to the services.
Coordinate Subcontracts development, compilation, sourcing, pre-tenders, invitations to tender, evaluations of proposals received including requests for qualifications. Participate in Subcontract audits, reviewing records for accuracy and conformance to standards.
Formulate suitable tendering strategy depending upon the scope, value, type and time schedule. Select the most appropriate bidders list.
