• Review of applicable contractual requirements (Technical standards, scope of work, specifications etc.) and input comments related to inspection and various other activities
• Monitoring the contractors Quality related activities are in accordance with Project Specification, Work procedures and applicable International Codes and Standards.
• Plan and schedule work load of field personnel, ensuring that the contract requirements are understood and met by field personnel.
• Reviewing Contractor’s QA/QC Site Organization to assess its adequacy and effectiveness to address all quality issues.
• Monitor progress and performance of the construction contractor to ensure that he performs to the approved Schedule, Specifications and Standards.
• Attend Pre-Inspection Meetings with inspectors.
• Assist in technical review of quote documents.
• Incoming material inspection at contractor’s yard as and when required before releasing for fabrication.
• Coordination of Field assignments for Inspection and Expediting activities.
• Monitor /report fabrication includes: Welding performance, Material review, NDT report review, radiographic Film review, Dimensional checks, Hydro test, Verifying paint quality and Test package review
• WQT /WPQ Coordination and Inspection, Monitoring Welder Performance and Overall quality, Welding Performance Monitoring and Reporting line with client reference and Project Specifications
• Review and Verification of material certificates against the applicable material specification
• Follow up welding inspection activities, Visual inspection, Dimensional checks, NDT activities such as reviewing radiographs, MT/PT reports, Witness hydro test and follow up documentation etc.
• Monitor/Review procedures and qualification tests for all welders and welding operators as and when required.
• Participate in project progress review meetings clarifying issues related to fabrication, Welding, NDT and Painting Inspection etc.
• Pro-active monitoring of QA/QC plans and implementation makes necessary analysis to problem areas and recommends
corrective action
• Responsible for review and approval of Contractors and its subcontractor’s QA/QC program.
• Review quality inspection reports and repair recommendations based on applicable industry codes and standards and in
line with client procedures.
• Reviewing records of internal and external Audits performed by the Contractor.
• Verifying that Contractors Quality Personnel are in possession of valid qualifications related to the function performed and verifying measuring/testing equipment calibrations
• To ensure that Quality control and Quality Assurance dossiers are complete, signed off, reviewed
• Approval of welding and NDT procedures, Approval of welders and welding operator's qualifications
• Monitor any Post Weld Heat Treatment on site and review the completed test reporting.
• Review all areas in scope of work with paint contractor prior to preparation and paint application
• Monitoring inspection aspects in various types of surface preparation methods, various types of coating systems and their application methods
• Provide assurance of the quality of the paint application
• Report all surface defects to consultant and owner at the preparation stage, intermediate coat and final finish.
• Surface acceptance and substrate testing for painting
• Review the received documents pertinent to the operational field joint coating works applicable to the work site
- Supervise the field joint coating works on Painting shop
• Verify the proper use and calibration of inspection instruments as described in the Inspection Quality Manual
• Complete project documentation and record keeping in accordance with the procedures of the Inspection Quality Manual
• Ensure that Non-Conformance Report (NCR) are raised once the activities deviated from the Contract
Specifications or normal construction industry practices.
• Identification and reporting of non-compliance and poor performance to Project QA/QC Manager.
• Apply inspection standards and tests for plant, including frequency and type of examination, following installation.
• Verification of material certificates against the applicable material specification.
• Approval of welding and NDT procedures, Approval of welders and welding operator's qualifications
• Carry out and/or witness non-destructive testing, the evaluation of non-destructive test reports including Radiographic Film Interpretation and formal approval. Witness and evaluate mechanical testing of production test welds.
• Examine heat treatment records for compliance with the applicable code requirements.
• Ensure that all Welding, Heat Treatment, any hardness testing, Inspection and Non-destructive testing are in compliance with the relevant codes and specifications.
• Review course and effects of welding defects and take remedial actions
• Review of the radiographic film Interpretation and all NDT reports on a daily basis.
• Witnessing of welder qualifications testing and procedures qualification testing.
• Monitor any Post Weld Heat Treatment on site and review the completed test reporting.
• Check weld procedure and monitor Contractor’s welding activities and subsequent NDE.
• Inspect, test or measure materials, products, installations and work for conformance to specifications.
• Carry out examination of Pressure Testing on systems and components and validate reports.
• Review and approve relevant welding/fabrication documentation.
• Monitor / Review operations and records relating to PMI, Hardness Testing, PWHT etc.
• Review and endorse all welding inspection reports such as PWHT, NDT, Hydro Test, Dimension Reports
• Follow up the Painting activities including surface preparation and surface protective coatings applications
• Scope of work includes project specifications reviewing, design verification at site, Contractor materials inspection before executing the projects
• Review all test requirements of the contract at all stages as per the QCP and contract requirements
• Review project inspection plan, review Material test certificates, calibration certificates, and final documents as per code and clients requirement
• To monitor painting materials delivered at Site: storage and preservation
• Carried out general inspection duties for Surface preparation and Coating and performed final inspection prior to handover to clients.
• Witnessing application methods for Protective coating of Storage tanks, Equipments, Pipeline, Structural steel and Piping Systems. Witnessing of Wrapping / Coating for under Ground piping systems.
• Holiday testing, Impact tests, Hardness testing, Salt and chloride contamination testing, and cross adhesive tests, DFT & WFT checks, as per code and approved client requirements.
• Witnessing “Qualifying tests” conducted for PP Coatings, Certification of Spray Painters and Blasters.
• Notifying the non-conformances identified during site inspection and recommending corrective measures to Contractors.
• Preparing SR, NCR, and CAR with all supporting documents if the specification not followed on any aspect.
• Blasting and painting activities in live plant environment observing all safety precautions.
Inspection of Surface preparation, Coating application activities in onshore
• Quality control aspects in various types of surface preparation methods, various types of coating systems and their
application methods
• Carrying out Welders Qualification Test, WPS & PQR as per Standard.
• Checking the punch listing item as per P &ID and Isometric, such as pipe support, valves, guides, and NDT completion.
• Reviewing & Approving Welding Procedure Specification according to ASME 9
• Witnessing Procedure Qualification Record welding test according to WPS
• Final reinstatement and verification inspection, Pipeline and P&ID walkthrough, final mechanical completion and inspection.
• Reviewing Quality related Procedures
• Ensuring that accurate, concise records of approved Procedures are maintained.
• Inspection and verification of various raw materials and applicable consumables as per ITP.
• Co-ordinate with client project inspection unit for necessary project inspection for witnessing point and hold point.
• Reviewing the Documents such as WPS/PQR, Welder JCC, HOT TAPPING TIE- IN Package, SIS, Welding consumable Control procedure and Vendor documents of Metering skid according to specification.
• Full inspection coverage of all tie-ins & hot tap activity in conformance with approved construction method of statement.
• Hot tap installation inspection - Pre welding (Set up of hot tap sticker), In-process inspection (Hot tap& Stopple fittings, Pressure Testing (Header, Hot tap sticker, valve & Hot tap Machine).
• Verify foundation relevant to equipment erection, correct orientation, verticality, level with alignment, Elevation check etc.
• Inspection of Gas Metering Skid Installation, Mechanical component assembly and Tightness Test.
• Review Weld map, Welding summary records and final welding documentation
• Confirm repairs, re-testing and re-inspection in accordance with specifications.
• Checking Preheat & Consumable control requirements, NDT Requirements and Welding repair assessment.
• Witness final pressure test.
• Conducted Surveillance on all Mechanical Inspection related issues and coordination with the Project Inspection Dept.
• Initiate NCR, RFI for all Materials that does not conform to project specification and codes.
• Reviewing final package for hydro test approval and releasing for test.
