 Establish & monitor Key Performance Indicator (KPIs) for the directorate to measure directorate's objectives, business processes and bench marked to best practice standards
 Identify improvement opportunities to improve the efficiency and effectiveness of the directorate and implement identified initiatives in coordination with concerned departments
 Act as the focal point of Quality Management System, Shared Service KPI monitoring and VP Administration
 Prepare reports on the performance of the directorate against the set performance metrics and provide recommendations based on results
 Ensure safety, security and control of the documents in Document Control to prevent unauthorized access and also to make the documents readily available when required
 Propose automation of business process to increase the efficiency of the procurement activities for all users
 Participates on Business Support projects and initiatives as required
 Validate and prequalify supplier registration requests and maintain approved supplier database in ERP
 Conduct supplier performance appraisal periodically based on the input received from end users, buyers and based on the data from ERP and initiate appropriate corrective actions
 Manage supplier relations resolving any issues reported by the supplier/end users
 Monitor Procurement Directorate budget performance

 Plan and Execute Tenders and Contracts from beginning to close out to ensure that the Company acquires the best possible tendering strategies that lead to the best techno-commercial and lowest priced Contract applicable to the services and ensures audibility by internal and external auditors.
 Preparation of tender documentation including pricing mechanism, technical specifications, reviewing and discussing with originator and modifying 'scope of work' as necessary. Submits to originator for comments prior to issuing call for tender. Drafts terms and conditions and contracting frameworks.
 Assist in the development and implementation of internal control framework for contracting processes in order to enhance business effectiveness and efficiency.
 Preparation of contract documents incorporating the effect of all negotiations, clarifications to include all amendments, variations, etc. in accordance with approved company policy and procedures and passes to Section Head, Contracts and concerned people for review a. Receives contract packages back with functional review comments, incorporates comments as made into the package and produces the final contract package.
 Liaise with the Contracts Legal Responsible, Insurance Responsible and Finance Department to ensure that contracting strategies, tenders and contracts are in full compliance with Company’s Policies and Procedures.
 Formulate suitable tendering strategy depending upon the scope, value, type and time schedule. Select the most appropriate bidders list. Sets up the various forms/types of contracts in line with Asawer’s operational policies and procedures.
 Coordinate with Proposals Section in receiving and reviewing Client’s Contracts and its exhibits including but not limited to Scope of Work and General and Particular Terms & Conditions. Prepare and update Pricing Database for all services in order to use when submitting Proposals to Clients or benchmarking Subcontractor’s prices.
 Develop and maintain up to date data base for all contracting documents according to ongoing projects. Update, monitor and maintain contract status reports and provide management with information related to contract i.e. estimated contract value, contract expiration dates, etc.
 Attend Tender opening meetings, prepare and signs list of bidders, takes notes of unclear bids and follows-up with bidder to obtain clarification of bid received. Arranges and coordinates technical evaluation of bids by concerned personnel. Present comments and commercial assessments of bids received with recommendations for awarding bid, based on the company's procedures and policies. Follow-up on contracts awarded, to notify successful bidder, prepares letter of award to successful Bidder and letters of regret to unsuccessful Bidders, in accordance with approved policy and procedures and arrange the financial aspects such as extraction of performance bond and arrangements for signature of contracts between involved parties.
 Follows up on contracts, including preparing contract renewal reminders, amendments, cancellations, extensions and claims; obtaining management's approval and keeping current files for all contracts. Ensure that completion certificates are prepared and duly signed upon completion of contracted work and services.

 Settle disputes between supplier and project regarding terms and conditions of the contract and/or parties performance per the contract.
 Lead the Sourcing Committee in the following areas:
- Supplier selections in the RFX process
- New supplier introduction
- Supplier Phase out decision
- Sourcing Agreement prior to final agreement with supplier
- Deviations from sourcing processes due to project urgency
- Sourcing Agreement amendments or additions
- Other important matters affecting the project
