Duties and Responsibilities:
•Developing, implementing & maintain the strategic QHSE Program & objectives as part of the Atkins Business Plan
•Review and ensure contractor has produced a suitable & sufficient HSE Plan
•Audit regularly the contractor health and safety plan, safety procedures, fire procedure, emergency procedure, training plan, training matrix to ensure the documents are suitable and sufficient.
•Review contractor’s individual training record/, program plans are accurately maintained and available for audit
•Leading a precise collation of Health & Safety KPIs and high quality periodic H&S reports, statistic & dashboards
•Providing briefing updates to project health & safety teams regarding HSMS development and HSE performance
•Ensuring accidents, incidents, dangers occurrences & near misses are timely reported into RIVO reporting system
•Managing and developing QHSE staff, and conducting annually PDR reviews
• Review and advise the Project Director/Manager on site safety organizations and key personnel CVs as submitted by the Contractors.
•Report to the QSSE Country Manager.
•Perform Risk Assessment as directed by Atkins country manager
•Prepare/ review and advise contractor on their HSSE training programs on a continuous basis.
•Assist contractor/internally in identifying training needs based on requirements, hazards, and tasks
•Review of risk assessments and method statements as submitted by the contractor
•Ensure/ evaluate the contractor effectiveness in conducting emergency drills both for site & site office.
•Organise the delivery of in house/ external trainings
•Review Safety Procedures as submitted by the Contractors and ensure implementation is in compliance with Contract requirements.
•Coordinate with contractor and ensure training activities they are doing are in accordance with their HSSE training policies/ procedures
•Carry out Atkins internal Audits of the site office to ensure Atkins staff is properly protected.
•Ensure all activities on site are in compliance with safety procedures in respect of the format signed off by Contractor’s Safety Officer.
•Ensure Contractor’s Labourers on site are following safety procedures & report to Project Director in case of deficiency.
•Ensure Contractor’s Safety Staff on site are adequate & report to the Project Director in case of shortfall.
•Review the competency of the contractor staff on a regular basis.
•Conduct interviews with contractor staff to evaluate their safety competency
•Review Contractor’s safety records & documents to ensure major construction equipment is maintained regularly.
•Ensure contractor labour camp is in compliance with Qatar construction standards which include fire protection, hygiene and adequate welfare facilities..
•Coordinate with other HSE Managers to ensure that HSE policy is implemented by Contractors.
•Carry out accident/incident investigations & prepare lessons learnt bulletin based on the accident/incident events
•Investigate significant near misses, property damaged incident and environmental incident.
•Ensure weekly, monthly HSE statistics and AMR figures are communicated to Atkins HSE manager.
•Organise higher management safety tours.
•Ensure As built drawings and health and safety file are properly prepared and submitted to the client
•Ensure regular liaison with different project stakeholders such as PMC to have a smooth running of the project.

HSE MANAGER at American International Contractors, Inc. - Archirodon JV

(1) F-16 Squadron Upgrades (145, 000, 000 $) USA CE Middle east district contract W912ER-12-C-0033 (Feb 2015 - Present)
The project involves new facility construction and improvements to existing structures and grounds with 2400 man power. The work is a combination of full design aspects, as well as design build aspects. Construction and Infrastructure upgrades for this construction projects that include Net Work Expansion, Full Length runway and Taxiway, Aircraft Parking Apron, around 50 KM of roads and waste treatment plant including underground sewage system, fuel systems and fuel tanks in support of the Egyptian Air Force (E.AF) procurement of F-16 aircraft and accommodating base expansion and upgrades for enhancing operability, safety, security, maintenance and training requirements for the E.AF readiness and operational reliability at Cairo West Air Base. The project is located (approximately 30 KM West of Cairo). The work described shall be constructed in accordance with current U.S. design standards as defined in Section 01 31 13.12 10.
(2) Syncrolift Safety Repairs (13, 000, 000 $) USACE Middle east district contract W912ER-13-C-0005 (Mar 2013 -Feb 2015)
Project consists of repairs to resolve specific safety concerns for the Syncrolift operation at the Ras El Tin Naval Base in Alexandria, Egypt Repairs involve all areas of the Syncrolift operation including dry dock area, transfer pit and associated side transfer carriage, transition area between the lifting platform and the transfer pit, and all associated supporting utilities.
The main contractor is AICI -Archirodon JV under supervision of United States Army Corps of Engineers & the owner is the Egyptian Navy
• Develop, implement, & maintain the comprehensive EH&S Program, including: written programs; training, auditing, monitoring & risk assessments.
•Managed HSE team on site consists of (8 senior supervisor and 32 safety officer) and provided awareness & training to all parties on site.
• Documents control to Plans, Programs, Materials, Equipment and Labor according OHSAS-18001
• Apply Integrated Management System and method statement in all activities and reports

The warehouse is approximately 6, 000 square meters and shall be constructed with masonry walls and a metal superstructure. The warehouse shall include both cold and dry storage for food and perishables. The project includes related site improvements, utilities, communications, fire protection and suppression and force protection features. The period of performance is 780 days. The magnitude of this construction project is $60 million.
