Role Intent
• Deployed on operational facility as an HSE representative;
• A competent personal and process safety professional, who has “skilful” competence in health, and “basic” competence in security and environment, and is skilled in the identification, assessment and monitoring of HSSE hazards and layers of protection to prevent incidents
• Actively engaged in day to day support of site activities and activity planning with an independent perspective on risks and the strength of the layers of protection;
• Has a key accountability for supporting the line in conducting HSE self-verification and performance management programs for the site;
• Focus and priority in tasks that provide assurance of the implementation of Regulatory and BP requirements;
• Provide coaching/verification that HSE systems and processes are understood, implemented and sustained.
Role Core Responsibilities/Requirements
• Act as an HSE representative on site for OIM/OSM/WSL on all site HSE&ER issues
• Advise and support with verification for the OIM/OSM and WSL and other site personnel in meeting BP HSE Policies, Standards, Practices and Guidelines and legal and regulatory requirements
• Facilitate development of, participate in, and conduct periodic reviews of Risk Assessments to ensure that all HSE hazards are identified and adequately addressed;
• Verify that an effective, efficient and trained platform emergency response organization is in place, co-ordinate exercises and perform leadership assigned duties in accordance with the ERP;
• Monitor maintenance standards, integrity and certification for firefighting, lifesaving and other safety equipment;
• Provide technical guidance and support to the line (e.g. Act as Level 1 Gas Tester, radiation Protection Supervisor)
• Effectively liaise with all relevant site/office based teams regarding HSE planning, actions, monitor and report HSE performance/incidents;
• Lead or participate in Incident Investigations to determine Immediate and Systems Causes and developing Corrective Actions and lessons learned
• Facilitate and lead safety meetings, health, safety and environmental campaigns;
• Co-ordinate environmental monitoring and reporting to ensure compliance with approved procedures;

• Manage identification & assessment of risks associated with project interfaces to existing operations and implement plans to manage the identified risks;
• Support verification and provide assurance that goods, equipment & services provided by suppliers (including safety critical and lifesaving equipment), contractors & other parties meet contractual & BP HSE requirements;
• Provide support and guidance to the ES risk identification and registering process;
• Ensure in adequate emergency preparedness and response capability;
• Contribute to defining the required HSE competencies and training for direct reports.
• Managing facilitation of AGT HSE audits on the platform to ensure compliance with legal and other requirements;
• Support in HSE planning, actions, monitoring and reporting of HSE performance/incidents;
• Effectively manage meeting schedule to ensure attendance and provision S&OR Leadership coverage at all Operations Leadership team meetings and communicate changes;
• Effectively plan and prioritize work and communicate changes;
• Liaise closely with BP and contractor management to coordinate HSE&ER requirements during planning and implementation of operational activities;
• Lead and participate in incident investigations and determine Immediate and Systems Causes, ensure high quality of all investigation reports generated by BP & contractors and Corrective Actions developed;
• Ensure a programme of HSE&ER system self-verification and task self-verification, internal audit and monitoring activity is in place and followed for the various BP and contractor operated areas to ensure that a safe and compliant working environment is being maintained, people are appropriately trained and competent in the work they deliver, and that current work practices are in line with the approved procedures;
• Work closely with the ES function and contractors to ensure that all HSE risks associated with site operations are adequately identified and addressed;
• Coordinate / Support / Detail, specific HSSE requirements on volumes of CSE’s and numbers of personnel on platform from emergency point of view (Including use of Flotel and its enabling capabilities);
• Ensure that HSSE training, orientation and competency assurance / training matrix is developed and implemented prior to TAR/Projects commencement;
• Ensure Lessons Learned is implicit within the TAR Plans;
• Ensure SIMOP Plans are reviewed with appropriate level of detail and kept updated prior to TAR and projects commencement;
• Visit operational sites on a regular basis;
• Developing the TAR HSSE Plan including Environmental and Waste
• Liaising with Platform HSSE personnel and Technical Experts and gaining alignment / consensus. Coordinate discussions with local HSSE authorities (external)
• Providing recommendations on 24 hour HSSE cover onsite, including standby personnel for confined space work
• Providing the TAR Lead with regular analysis of safety and environmental KPIs in accordance with HSSE plan
• Deliver of TAR specific HSSE induction programs and coordinate Permit to Work (PTW) / ISSOW Level 1 training as required.
• Providing guidance on codes of practice for isolation and confined space working.

To promote and direct the implementation of the Company HSE MS requirements and standards, ensure that the local regulations are adhered to provide compliance to the legislation of Azerbaijan; direct employees’ safety awareness programs, OFFSHORE and ONSHORE safety inspections/audits, investigate accidents and high potential incidents based on root cause identification; analyze the HSE performance trends in Azerbaijan, provide reports as needed to other departments to ensure that a safe and healthy environment is maintained, provide HSE counsel to Country Managing Director and Product Line Ops Managers.
