Main responsibilities:

• Supervises finance section and personnel
• Ensures full adherence and implementation of all UNOPS financial rules, regulations and instructions
• Proper planning, expenditure tracking and audit of financial resources, in accordance with UNOPS financial rules and regulations
• Monitoring of cash management, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions
• Monitoring of ATLAS/OneUNOPS financial exception reports for unusual activities, transactions, and investigation of anomalies or unusual transactions.
• Provide information to supervisors on the results of the investigation when satisfactory answers are not obtained.
• Identification of problems in financial and administrative areas, suggesting alternative solutions to resolve issues in compliance with broader UNOPS policies, rules, and procedures
• Coordinate the preparation of the operating budget, review budget submissions and submit budgetary requirement for financial agreement and allocation of funds
• Manage the budget provided through UNOPS and ensure that budget activities are carried out in a precise and timely manner
• Establish cash controls and keep track of budget and expenditure on an ongoing basis
• Ensure that transactions are in line with approved budgets and in accordance with the financial agreement
• Routine monitoring of budgetary resources to ensure that they are administered in line with established UNOPS financial rules and regulations

• Monitor the availability of sufficient funding to meet obligations and keep records updated
• Monitor cash flows and availability of funds to make disbursements
• Periodically assess ATLAS/OneUNOPS account authorized levels and adjust them appropriately after approval from HQ
• Establish efficient local banking arrangements and compliance with local financial and banking regulations
• Daily or weekly review of bank statements in ATLAS/OneUNOPS to monitor cash levels and for the identification and recording of receipts
• Manage the ATLAS/OneUNOPS account, petty cash accounts and Operational Advances authorized by UNOPS
• Ensure surprise petty cash counts and log reports
• Ensure due diligence in all aspects of the disbursements, receipts, and management of financial resources including responsibility of internal control procedures, cash flow management and treasury functions in the field
• Ensure that transactions are in line with approved budgets and in accordance with the financial agreement
• Prepare monthly reconciliations of the ATLAS/OneUNOPS to account for submission to UNOPS HQ
• Maintain financial accounts, prepare financial reports, statements, and records
• Coordinate the timely and accurate submission of financial statements and reports
• Respond to and prepare supporting documentation and response to issues raised
• Assist in formulation and implementation of strategies within the internal control framework of the UNOPS
• Responsible for maintenance of financial systems and procedures to safeguard the appropriateness including systems
• Organize and conduct of training for the project staff on Finance
• Synthesis of lessons learned and best practices in Finance
• Sound contributions to knowledge networks and communities of practice
• Provide technical guidance and on-the-job training to ensure work standards are achieved, both in terms of quantity/quality of input/output processed
