Lead Engineer - Director for the construction of the Al Rayyan 40, 000 person capacity FIFA 2022 World Cup Quarter-Finals Stadium with associated infrastructure works which include Energy Center, internal roadways and parking improvements, storm water detention facilities, electrical substations, sanitary sewer lift stations, etc.
o Project Director responsible direct oversight of Construction Management / Construction Supervisor Services (CMCS) Team. Report to WSP Director for Project & Program Management Middle East.
o Oversight of the CMCS multi-disciplinary staff of thirty (30) to include HSE, Structural, Civil, Mechanical, Electrical, Architectural Engineers, Inspectors, and document control staff.
o Management and oversight of HSE staff ensuring compliance to WSP Middle East “Zero-Harm” Safety Culture. Development, implementation, and monitoring of Project Health, Safety, and Security Plan.
o Review, Comment, and Approval of all Contractor and Sub-contractor Risk Assessments and Construction Activity Method Statements.
o Daily Monitoring and Recording of all on-site incidents, and near misses.
o Development and monitoring of Fiscal Year Project Controls Reports (Contractual vs Forecast).
o Monitor and Record of Contractor’s daily progress with relation to the approved Baseline Schedule.
o Development of contractual project deliverables to include Project Management Plan, Project Quality Plan, Construction Supervision Plan, HSSE Plan, Stakeholder Register, and Communications Plan.
o Administration of Contractor’s daily Inspection Requests for all associated construction activities.
o Daily Monitoring of Contractor’s work activities sequencing with regards to their two (2) week look-ahead program.
o Review and Approval of Contractor Inspection Test Plans, Method Statements, and Risk Assessments.
o Review and Comment on Contractor Technical submittals to include IFC/Shop Drawings, Design Calculations, Material Submittals, Sub-Contractor Pre-qualifications.
o Implementation of internal staff training / continuing education, and rewards & recognition.
o Development and periodic reviews of the Project’s Risk Management, Quantitative and Qualitative Risk Analysis, Risk Response Plans, and associated Issue Logs.
o Development of internal Monthly Reports to include project dashboards for Client and WSP PMO.
o Monitoring of project procurements to include review and approval of materials, materials delivery, storage, and installation.
o Administration of Project Security Management Plan to include development of Voids Schedule and Risk Categorization of all record Voids. Final inspection with Ministry of Interior representative for all Void clearance and closure.
o Monthly updates to Programme staffing levels to include mobilization / demobilization dates.
o Monitoring and Control of all Programme Direct Costs.
o Development of Quarterly Fiscal Year Reports and presentation to the WSP Regional Board of Directors.
Senior Construction Manager, Riyadh, Kingdom of Saudi Arabia September 2015-September 2016. Client: MODON Saudi Arabia Industrial Cities Group, Project Budget: $100M USD. Senior Construction Manager for the construction and rehabilitation of existing and proposed infrastructure works for Riyadh’s Second Industrial City Riyadh-2.
o Selection and interview of required 20 Construction Management staff.
o Assisting Client with review of Tender documents and advise on what scope can be excluded to reduce bid price to satisfy project budget of $100M USD.
o Oversight of CMCS multi-disciplinary design review staff of 12 including, engineering, surveying, QAQC, QS, HSSE, and document control and technical staff.
o Stakeholder Management to include Primary Stakeholder (Owner), Contractor, and Utility Permitting Agencies and Authority approvals.
o Development of all required Project Deliverable to include Project Management Plan (PMP), Quality Management Plan, Risk Management Plan, Stakeholder Register and Project Communications Plan.

+Direct oversight of project’s Construction Managers/Construction Supervisors (Hanmi Parsons, Ltd), and Primary Contractor (China State Construction Engineering Corporation), for Client (Libyan Housing and Infrastructure Board -HIB).
