• Presentation of the awarded tender to the post-contract department and Site operation department through kick-off meetings.
• Attending post tender meetings.
• Evaluations of Engineer’s / Site Instructions, Variation orders, and follows up for Cost Approvals and pending Variation Orders.
• Attending contractual correspondence with client/consultants for clarification/approval of various activities and items concern with the cost involved in the Project.
• Verification of contractor's running & final invoice in comparison of drawing, site condition, BOQ & contract.
• Identification of extra items & preparation of variation order.
• Determine and advise the management on the quantity of materials to purchase and the amount due to the subcontractors and suppliers.
• Maintain relationships with subcontractors and work cohesively with the site construction team to create the most efficient result at the site.

OVERVIEW:

Responsible for calculating the cost of electrical construction by reviewing and evaluating available documents and developing accurate, competitive and profitable bid proposals for a variety of electrical projects. Responsibilities include but, are not limited to:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Review and evaluate project plans and specifications, bid documents, and other relevant project documents to identify what is needed for a project and to create a bid proposal.

• Calculate the cost of electrical construction based on reviewing and evaluating available documents.

• Analyse project for value engineering options while taking into account specific job conditions that may affect labour and material to be purchased and installed.

• Identify any inconsistent issues, conflicts, and other problems in the bid documents.

• Identify strategies to create bid advantages.

• Anticipate potential problems and devise solutions proactively.

• Prepare RFI questions.

• Request material and equipment quotes from vendors and equipment suppliers.

• Reviews quotes to confirm adherence to quote requests and accuracy of quotes received.

• Develops and maintains a positive relationship with vendors.

• Prepares bid documents including specific scope letter for each project, Blue Sheets and Evaluations with adjustments for buy-outs, labour rate, productivity, etc.

• Assist in preparing budget pricing.

• Attend estimating/sales meetings, and project meetings to discuss bid status, and present/resolve issues.

• May perform job walks to ensure that any field conditions have been observed that may affect the construction, may impact the prospective bid, and/or may impact the pre-construction designs and the build services.

• Keeps Company management, project management, clients, general contractors, and all others involved in projects current on bid progress.

Electrical Estimation and Costing Expert:

Responsible for all the activities with regards to the pre-tendering stage of the contracts.

Attending the Job Explanation/Pre-Bid meeting arranged by the Client/Consultant and to study about the Contract, Scope of Work, and Specifications.

Receiving Tender documents (Drawings + Specification + Bill of Quantities) pertaining to Electrical Section of the works.

Ensure collection of the details of the tendering documents along with the relevant instructions to prepare the tender.

Preparing the requirement of the materials from tender drawings, B.O.Q and other relevant specifications.

Collecting the offers for the materials from the approved suppliers and sub-contractors for the services. On collection of offers to further negotiate for any discounts.

Preparing estimate for total labour cost involved in the contract based on the labour output norms set by the company.

Preparing the total cost of the project incorporating direct costs like material cost, sub-contract cost, staff cost labour cost, machinery and equipment cost and indirect costs as well including cost of prelims.

Coordinating with the Planning Manager to prepare the tender project planning programme incorporating the time schedule for completion of construction activities.

Prepare total cost summary of the project along with the programme schedule and submit the same for review and approval of the COO.

Ensure submission of approved cost estimate and programme schedule along with the required details as per the tender.

Maintaining all records of the tender.

Coordinate with the customer until the tender is awarded.

Ensure collection of all contract documents from the consultant / customer once the contract is awarded and hand over the same to the Project Team for preparing the post tendering activities.

Tender analysis of unsuccessful bids

• To interpret and follow Company tendering processes and procedures to ensure all aspects of tenders are met including relevant discipline codes and standards.

• To co-ordinate and undertake the preparation of specification documents to submit to vendors for quotations of cost/price of materials and equipment and evaluate same against tender specifications to include in final tender documentation.

• To build relationships and liaise with internal customers and external suppliers and vendors and manage daily correspondence for quantities, costs and specifications.

•Study of projects requirements and discussions with Owner and Architect to prepare necessary calculations for arriving at appropriate systems & capacities.
•Preparation of user requirements, schemes, layout drawings and budget estimates.
•Preparation of tender documents based on approved schemes including drawings, specification, estimates, bills of quantities etc.
•Preparation of technical and commercial comparative statements for bids evaluation.
•Participating in negotiation with tenderers to provide with necessary technical support for finalisation of contracts.
•Approval of contractor’s drawings and inspection of equipment at site.
•Co-ordination among service contractors for proper implementation.
•Periodic visits for site work supervision, co-ordination, commissioning etc.
•Liaising with the contractors for proper commissioning of the various systems.
