Responsibilities
1) Review specification per API, ASME, ANSI, NFPA, OSHA and Malaysia DOSH standards, supervise and monitor mechanical construction and installation during phase 1 & 2 projects.
2) Represent Eng. & Maint. Department for Commissioning Team for terminal hook-up and commissioning for phase 1 and 2.
3) Assumes the responsibilities of the Maintenance Manager during his absence for short duration and acts for him when so assigned.
4) Ensure projects are in accordance to VTTI Standards with regards to TQA, optimum design cost, materials and equipment selection, adhere to contracting procedures and guidelines, ensure timely completion and meeting quality specifications to full closure as well as carry and document projects risk assessments.
5) Plan, manage, implement and coordinate maintenance program in line with department procedure and leading maintenance execution team for smooth and safe plant maintenance and start up activities within agreed planned schedule in order to meet plant production target.
6) Coordinate with various operation shift superintendents, supervisor/ engineers of other discipline to avoid/ minimize disturbance, leading multi-disciplines team on technical discussion and troubleshooting.
7) Make immediate decision pertaining to plant maintenance & start up issue, conduct immediate troubleshooting during plant shutdown and start-up, becoming focal point to matters relation to operation maintenance.
8) Identify and correct areas through reliability principles where terminal maintenance program enhancement/ compliance are adequate through personal skill improvement, procedural enhancement and/or facilities upgrade.
9) Identify equipment’s failure and outage (static and rotating) in daily terminal operations and use appropriate methods to remove failures identified.
10) Improvise Proactive, Predictive & Preventive Maintenance program on plant facilities and equipment.
11) Steward the Equipment Breakdown record and analyze trending of failures for future improvement.
12) Provide total engineering assistance for the evaluation and installation of projects to plant upon consideration from the technical, cost and ergonomics aspects prior to budget proposal to improve operating efficiencies and effectiveness.
13) Conduct all major maintenance projects for terminal including adherence to inspection and repair program for storage tanks.
14) Responsible for OPEX and CAPEX administration including budgetary development for monthly, quarterly and yearly.

Achievement
1) Root Cause Analysis Failure (RCAF) for PD pumps extending mechanical seal lifespan thus to reduce OPEX and increase productivity.
2) Modification of permanent pipe support to adjustable support due to land settlement issue.
3) Engineering, design, tendering, installation, modification and commissioning of new piping extension to cater for Naphtha product.
4) Engineering, design, tendering, installation, inspection, authority liaison and commissioning of new 3nos. Gangway Tower.
5) Steering committee member for HAZOP identification for Phase 2 project.

4) Ensures projects are in accordance to ExxonMobil AP Project Management Manual, optimum design cost, selection of materials, equipment, conformance to contracting procedures and guidelines, ensuring timely completion and meeting quality specifications to full closure. Ensures that projects risk assessments at specific stages are carried and documented consistent with ExxonMobil OIMS System objectives.
• Contribute effectively to overall improvements to oil loss control efforts through proper selection, installation and maintenance of plant equipment, as well as provide technical support on facilities and equipment that may impact oil loss performance.
5) Provide engineering support to other business lines as needed.
6) Coordinate and provide appropriate training as required to plant and terminal personals relating to operations of new or existing equipment.
7) Promote safety awareness through dissemination of lessons learned arising from facilities design and construction.
8) Perform all projects without incident and enforce all safety compliance to contractors.
9) Responsible to develop proposals for P&B which include projects identification and cost estimates.
10) Risk Assessment of OIMS System 2 as Country Owner and Regional Administrator.
