Project Manager at Claro S. A. (Brazilian mobile carrier, America Movil Group); Brazil
  • Brazil
  • June 2007 to March 2009

GSM expansion Project (BSS/NSS), Turn Key (TK) and Not TK, Managing small but skilled project team plus support from engineering staff (maintenance, operations and network planning) and legal team when required, at expansion of GSM mobile Network on Claro's Midwest Regional office (area of coverage 7 states, 26.7% of Brazilian territory). Main activities and stakeholders involved:
Main Vendors Nokia (civil works TK project team) and equipment installation teams, NEC microwave links, Ericsson, microwave links; BRT lease line FO access and satellite links; 4 Construction contractors and site acquisition teams, Supervision contractor and 3 metallic structure vendors.
With the network plan indicating geographical area where a new station is located, site acquisition team is dispatched to location to indicate possible areas to install new station. Candidates are visited by engineering teams, validating requirements and to the chose ones paperwork follows to legal department for lease contract. In parallel indicated contractor provides proposed design for validation and once approved authorization to start construction is given. Once construction ends, tower need to be erected, radio frequency and equipment’s installed, transmission installed, station tested and after all quality approvals, handed over to operations.
Some sites were co-location with existing ones, in this situation, less civil works but more planning and approvals required to proceed.
Main achievements and challenges:
Keep track of all processes and activation dates closest of baselines as possible, to 168 base stations, with environmental restrictions, huge deployment area, shortage of structures availability due to demand on the specific period pushed planning and resources allocation to be very accurate.
Some of the planned base station were to cover remote cities, mandatory for the regulatory agencies, so all efforts directed to achieve these specific ones, avoiding agency fines.
Main achievements: able maximize base stations activations to meet sales and regulatory agency Anatel coverage requirements, exceeding given targets by 2 additional stations before Dec 31st.

Consultant at Nokia/Lemcon Brasilia/DF Nokia / Lemcon Networks
  • July 2006 to June 2007

As Nokia project team member at Claro (mobile carrier, country coverage) Swap Project, replacing and upgrading Alcatel Radio base station equipment’s (ERB's) equipment for Nokia on live network, 900 stations in 7 states.
Among my responsibilities on this contract: Responsible for support contractors on technical site survey report elaboration and approval, proposed design approvals, supervision of construction works, acceptance of infrastructure works, training of peers acting on different states, lifting operations, go ahead for swap on the clusters, only performed during maintenance window (11pm to 07am), validation of as built and acceptance, invoices pre- approval, coordination with Claro operations teams.
Main achievements and challenges:
Very critical activities and timelines, once all new equipment’s, racks, frames supports, antennas at the top of towers and required retrofit works should be prepared and ready, to be performed in 6 to 9 base stations integrating a cluster on the same night (maintenance window). If some problem happened with one of them, all activity should fall back and return to previous equipment, the risk was to stop providing mobile network for the region covered by this cluster.
Some sites very far or rural area, lack of communication with alternative mobile provider;
Subject to climate conditions, old equipment active on the network presenting failures;
Due to very good team work and a fast learning curve, project was successful;
I was for 2 months the responsible covering the activities on Rondonia state, responsible for all surveys and design approvals to the stations, on an area located between amazon forest, Bolivia and Mato Grosso, very challenging environment and climate.
