Duties & Responsibilities: In-charge for QS Department to lead QS Team, including allocate tasks and monitor the performance of the team members. Assist/Guide the team members on critical issues. Review terms and conditions for subcontract agreements, supply agreements, interim and final payment certificates.

Conduct Kick-off meeting, summarize the contract requirements, establish the project baseline, develop in-scope and out-of-scope listing, and list the assumption about the statutory requirements and understanding of the end-user’s expectations.
Establish preliminary schedule of meeting between the parties to ensure that they understand the basic requirements of the contract and the project such as scope of work, labour standard requirements, safety issues, start and completion date of the project, payment methods, required forms to be submitted and other contract related documents and issues.
Document who attended, what was discussed, what was agreed to and what follow-up actions are required - by whom, where and when. Send pre-performance conference meeting minutes to the other parties.
Notice to proceed the work (date of commencement) issued upon full execution of the contract documents and delivery by the contractor all required bonds and certificates.
Monitor the performance of the contract by conducting weekly review meeting and monthly progress meeting to ensure that the work is properly completed on time, on budget and meets contractual requirements.
Prepare main contract payment statements and evaluate subcontract payment applications.
Prepare main contract variations/change orders and evaluate subcontract claims
Main contract and subcontract closeout formalities such as resolve all outstanding issues, substantial and final completion certificates, as build drawings, operation and maintenance manuals, historical reports, warranties and guarantees, etc.
