First employed to provide advice on a procurement modernisation program for the Abu Dhabi government, I then developed a capability framework, people development program and community of practice site for the program. I later developed procurement and contract review criteria for the auditing of government entities and developed technical content and facilitation for the Environmental Agency’s (EAD) sustainable procurement initiative. I additionally managed ADAA’s own procurement function until an Emirati was employed.
I was then asked to provide strategic procurement expertise for the Department of Finance’s new centralized procurement initiative during 2016 and 2017. During this 12-month secondment I developed the all of government procurement operating model, strategy, outputs, project plan and draft government guidance material for all-of-government procurement use.
On my return to ADAA I moved into procurement advisory for the 100 procurement audits of government entities, developing and leading training programs for auditors and writing many best practice white papers for the ADAA Knowledge Centre. This advisory role then expanded into building fit-out governance, organizational restructure, cultural transformation, and a UAE Nationals development program which was completed in 2020.
