MOU’s performance and execution levels, in
order to finalize the agreements, and Conduct
and manage the technical evaluations
pertaining to Local Content within
procurement bids to ensure that the bidding
entities are technically fit for the published
RFPs.
- Create a local content Program owned by
Nesma & Partners along with Vision, Mission,
Guideline, Certification, preference, and Forum
to be lunched similar to IKTVA forum.
- Build strong relationship with foreign Vendors
to open within KSA and support them through
LCGPA and MISA.
- Establish a local content profit and loss project
statement from a localization perspective,
and support in making sure that suppliers and
public procuring entities are aware of LC
requirements and answer them on any
enquires.
- Track the contractors to increase their Local
Content target set by ICV department, and
create initiative to increase the opportunities
for SME's with the company and at the market,
and lead the efforts related to initiating of
blacklisting requests as per the Local Content
regulations.
- Control daily operations and activities and
work in concert with procurement to identify,
create, and implement localization possibilities
throughout the whole procurement cycle.
- Review draft RFPs and other tender documents
in coordination with the Centre of Spending
Efficiency to ensure that LC requirements are
followed, and Collect data related to
compliance with the mandatory list and to the
complaints received and the status
- Build a local content strategy for the Company
aligning with the budget and Saudi 2030 Vision.
- Build Department chart with system to track the
targets for all projects Lead the development of
the local supply base for the goods & services.
- Enable the localization of $1.8 B of procurement
spend in the Kingdom for the upcoming year
2024.
- Lead the implementation process of the bidding
along with commercial team and project
execution within the local content strategy
created.
- Create a strategy and policy for CAPEX and
OPEX procurement embedment for local
content.
- In charge of budget planning and budget
optimization for establishing KSA budget for the
fiscal year
- Create a model to control the mandatory list
purchase for all vendors working in the projects.
- Develop, implement and update Company
localization strategies, policies and procedures to
achieve
the business strategy goals. Also, address the
training needs across the company, ensuring
continuous development and a high level of
competence within the various teams and
implement local content programs for our
suppliers and sub-contractors, via effective
presentations and workshops.
- Develop Nesma & Partners suppliers attraction
incentive package to attract reputed foreign
suppliers to establish their manufacturing
facilities in Saudi Arabia as well as the
subcontractors to open his HQ within KSA.
- Work with potential suppliers to develop and
approve their localization plans and to monitor
the implementation of suppliers approve
localization plans to ensure the localization
targets are achieved.
- Cooperate with other local localization program
association to avoid overlapping while attracting
suppliers.
- Assist suppliers in identifying local sources of
raw materials as required.
- Establish a Local Content Program for
construction industry within the Oil and gas
projects.
- Develop manpower plans to increase the
Saudization Percentage without any impact to
the cost and project efficiency.
- Established IKTVA and local content processes
and procedures across the company.
Additionally, led effective presentations to senior
management, translating Local Content policies
into operational strategies and create local
content execution strategies for each component
across the company, within the proposed budget.
- Build a Local Content system in collaboration
with IT, to increase the opportunities for local
suppliers and sub-contractors by comparing
budgets, specifications, technicalities and their
local content score.
Also, formulate impactful workshops for
company's vendors, addressing Local Content
program, while encouraging partnerships with
those whom having high score.
- Conduct insightful analysis for senior
management to understand business drivers,
reasons for variances from budget and
comparative periods as well as identify
optimization opportunities.
- Create strategic financial plans and budgets.
- Prepare financial and business analysis reports.
- Research and present investment strategies.
- Prepare consolidate reports and assess the annual
budget estimates received from the various
divisions to verify their compliance with strategic
guidelines and targets for the year ahead.
- Develop quarterly and annual reports local
content and assist in the strategy growth.
- Support in defining and developing LC audit
report approval process.
- Support in the planning and frameworks setting
related to the mandatory list, price preference.
- Support in the coordination with various internal
and external stakeholders to include local content
requirements in high-value contracts and
government procurement as determined by
LCGPA.
- Coordinate and direct the preparation of the budget
and financial forecasts and report variances.
- Coordinate the preparation of regulatory reporting .
- Support month-end and year-end close process.
- Develop and document business processes and accounting policies to maintain and strength the
internal controls.
- Manage all accounting operations including Billing,
A/R, A/P, GL and Counsel, Cost Accounting,
Inventory Accounting and Revenue Recognition.
