• Establish EHS Organization Team to support all of EHS matters in the project such as hiring EHS Coordinator, EHS Engineer, EHS Administration, EHS Trainer, EHS Inspector (electrical & mechanical), EHS Supervisor, etc.
• Developing HSE Management System refer to international standard and also refer to IFC, Equatorial Principle and World Bank standard.
• Developing EHS annual program and monitoring of its implementation.
• Arranging schedule for EHS Meeting with client (owner), EHS internal meeting and following up all of the recommendation of the meeting.
• Preparing the procedure for MSLT (Management Safety Leadership Tour) which will be conducted by management level every week and top management will produce recommendations related to EHS significant issue.
• Conducting assessment to candidate of sub-contractor through Contractor Safety Management System prior to the next process procurement.
• Participating in weekly management meeting between Main Contractor and Client. All EHS issue shall to explain in the meeting.
• Coordination with all relevant division related to EHS issue including to review PTW, method statement and JSEA.
• Participating in TBM (Toll Box Meeting) every morning at project site.
• Preparing EHS Weekly & Monthly Report and submit to GM EHS and Client.

• Preparing and developing the management aspect of QHSE System, Hazards Risk instrument, Loss and Incident Prevention, Emergency Response, Hazardous Drilling Waste, Lifting and Mobilization, Field Training Awareness, Bidding project, CSMS and Audit-inspection. Oversaw and ensured the implementation of whole program including hazard, Risk Los and incident Prevention and Personnel’s QHSE Training awareness. Evaluating and analyzed standards and programs practices. Evaluating the sub-contractor’s contract and tracked the gaps. Preparing strategy and direction to the Coordinators, Supervisors and Officers. Developing and furnished Hazards Identification and Analysis, Hazard-Risk Assessment and other OHSE Procedures. Settled and followed through the substandard findings, CAR and other Gaps. Engaged coordination and communication with the Clients.

• Reporting to the Site Manager and HSE Manager on PTW/SIMOPS and Training issues. Assisting the Area Authority in the execution of their PTW duties when requested. Being the focal point for administration and co-ordination of all permits, including those permits that are suspended, but where the work is not complete. Providing a quality check on the completion of permits and certificates prior to issue ensuring all the necessary signatures have been obtained and informing the Area Authority of any potential conflicts. Operating the Permit Office to reflect the current status of all permit work and isolations. This includes maintaining the permit isolation display board. Ensuring that conflicting permits are not issued; Maintaining the Permit Register. Recording any lessons learned during the operation of the PTW System in the Lessons Learned Register. Ensuring that PTW updates/changes are effectively communicated to all personnel. Ensuring that new staff are registered in the PTW register at the appropriate level. Attend all PTW & SIMOPS meetings. Carry out weekly audits of the PTW system. Conducting Permit To Work training to all Supervisor, Superintendent and Managers. Conducting HSE training regarding to HSE Training Matrix. Etc. Assessing training needs for new and existing employees. Identifying internal and external training programs to address competency gaps. Organizing, developing or source training programs to meet specific training needs. Mapping out training plans for individual employees. Present training programs using recognized training techniques and tools. Providing feedback to program participants and management. Evaluating and making recommendations on training material and methodology.

• Monitoring and Preparing PROPER document and submit to Environment Minister (PROPER Committee). Conducting Internal Audit of Floating, Production and Offloading Storage (FSO Ladinda), HSE Management System, Regulatory compliance and ISM Code. Developing HSE Management System, Procedures, HSE Business Unit and Project Risk Register. Socializing 12 Element of HSE Management Operation Excellence. Supporting operation and ensuring permits, PTW’s, JSA’s, SOP’s, etc. Supporting Project Activities such as involving in project (Production Facility & pipeline/Trunkline, Drilling and Seismic) appraise, select, design, involve in HAZOPs team, Plant Commissioning and operate. Engaging coordination with external relation, Communities and local Government. Providing advice to the Company Management related to HSE aspects. Evaluating contractors/sub-contractors’ HSE Plan Programs and Performances. Evaluating and Monitoring CSMS cycle implemented by Contractors. Ensuring and maintaining HSE Practices and daily weekly and monthly reports of performances. Checking and inspecting tools, equipment and facilities. Encouraging Contractors in complying with the Government Regulations, Standards and Requirements. Manning monthly HSE Management meeting with all Contractors. Engaging external relationship to Governmental Bodies and Third Parties.

• Developing environmental audit protocol and inspection related to ISO 14001 requirements and other international standards adopted by Company. Implementing company Safety & Training Programs, Operation and maintenance of all equipment the area of responsibility so as to maintain the safety equipment in good operating condition. Ensuring compliance by site personnel of all contractual and both Company’s and Contractor’s HSE Management System and Project HSE Plans requirements. Checking all Contractor activities for compliance with HSE contractual obligation requirements. Monitoring the implementations of HSE requirements for pre preparation and mobilization of Drilling activities. Monitoring the contractor in doing the works relating to the drilling activities. Performing weekly inspections and audits on the contractor HSE matters concerning to the equipment and tools on rig site.

Performing weekly inspections and audits on the contractor HSE matters concerning to the equipment and tools on rig site. Conducting HSE Committee Meeting, HSE Safety Meeting and Tool Box Meeting. Monitoring all unsafe conditions and unsafe behaviors, PTW System (Hot & Cold Permit), JSA, Confined Space Permit and HSE Observation Cards. Conducting daily Working Permit Audit, Pre Spud Inspection, Sanitary and Hygiene Inspection, Pre Move Inspection, Sling and Wire Rope Inspection, Safety Drill such as H2S Drill, BOP Drill, Fire Drill, Abandon Drill etc. Conducting induction to all new comers at Rig Site, Basic Fire Fighting Training, HSE Observation Card Training, Basic Banksman and Slingers to all personnel on Rig Site. Conducting Investigation in case an incident or an accident occurs and immediately prepare the preliminary report. Monitoring Poison Gas on Cellar, Rig Floor and Shale Shaker with portable Gas Detector. Reviewing accident and incident from other Rig or other company, HSE Program and HSE Performance Achievement. Following up weekly HSE outstanding. Preparing HSE Monthly report and make sure that performance will match with HSE Key Performance Indicator.
