• Reviewing cost estimates and adjust the budget if required in-order to form the cost baseline.

• Allocate the budget with cost breakdown structure - work-package, cost code, job code at resource level for Activity Based Costing implementation.

• Familiar with current rates of material, labor, and workmanship as per GCC market.

• Review and understand the key concepts of the projects contract.

• Approve Daily timesheets by verifying the job-code allocation to maintain clear records of hours for each activity for productivity analysis and forecasting.

• Closely monitoring the project cost booking ledger and discuss discrepancies with Accounts Dept and maintain proper cost allocations and make sure that all transactions through different sources are properly coded until they reach the accounts department.

• Perform budget shifting & cost re-allocations whenever required.

• Implement the Total Cost Management Framework (TCMF) principles.

• Coordinate with all stakeholders and maintain communication to maintain transparency.

• Identifying/Monitoring & releasing Project Risk as per approval of Cost Control Director & Project Manager.
• Prepare & Maintain list of Risk & opportunities and update every month.

• Prepare monthly Cost Report/CVR using Earned Value Management system EVM and forecast ETC/ EAC and closely monitor the resources and schedule to achieve the target within budget and stipulated time frame.

• Preparation of Monthly Accruals and incorporate in the cost reports.

• Closely monitor & record the Client Payment Application/Payment Certification and received payments. (Contract, Certification & Payment Analysis)

• Forecast TO complete using bottom up cost estimate for different activities and prepare the Cost planning, Cash flows, Profit & loss statement.

• Monitoring closely the cost & schedule variances & raising the flag & taking corrective action.

• Issue target Manpower productivity to PMT and maintain the budget.

• Implement the Labor control system on the project to control the labor cost using EVM, and control direct & indirect cost in detail.

• Cost analysis for labor, material, equipment, Sub Contractor whenever required to maintain the budget by adhering Life Cycle Costing LCC principle.

• Daily Co-ordination with various depts like HR, Accounts, Commercial & Contracts, Project supervision team, Project coordinators, Timekeepers, Storekeepers, & Estimation.

• Overall Control on Manpower (Direct/In-direct), Material, Subcontractors, Preliminaries (Staff, Gen Exp, etc.) and equipment throughout the project life cycle by monitoring/reporting and controlling the losses against budget and highlighting over-runs beforehand.

• Monitor/Evaluate and maintain change orders to add in the Project Execution Budget.

• Advising Commercial dept on bid summary stage and providing the budget.

• Proper Control & monitor Store Management, Time Keeping management (Manpower/equipment) and logistics.

• Close coordination with construction managers and solving the issues immediately.

• Attend project meetings & discuss with the PMT all the related issues.

• Preparation of Closure reports at Project’s completion and provide feedback to the estimation at the end and during project execution.

• Add lessons learned from current projects in the Cost Control Directory for future references.

• Monitor and check cost control procedure implementation at Store, SIV/MRV/TV e.g. cost code, timely input, etc.

• Monitor the ledger cost booking of the project (project expense/cash flow)& shift the cost if misallocated & also budget shifting when required.

• Review & approve all the material requisition required at the site by verifying cost code, rate, quantity and amount against budget & help in procurement.

• Checking of sub-contractor’s quotations & coordinating with QS in finalization & approving all the payment certificates by monitoring sub-contractor liabilities as per the budget/scope.

• Discuss, set & agree on the productivity for certain CBS with the Project Engineers to be within the budget especially for new activities.

• Cost Analysis and case studies when required for the implementation of cost-effective ideas.

• Cost Analysis of materials/sub-contractors & suggest alternatives when required.

• Providing feedback to estimation as per the actual scenario during post contract.

• Forecast resources by checking EAC / ETC and alarming Project manager and take-action.

• Measuring of quantities as per tender drawing and comparing with Approved Shop drawings during execution to approve all the construction materials as per the shop drawings regards with standard international procedures.
• Preparation of Bills of Quantities for the quantities taken off.
• Assisting the HOD in the preparation of budget (initial and final budgeting).
• Preparation of Monthly valuations as per site progress.
• Preparation of Variations as per drawings / Client requirements.
• Sub contractor’s and materials enquiries & obtaining Quotations.
• Prepare and measure the Subcontractor work for contract documents, monthly payments, and final accounts.
• Keenly observer in drawings to include all the materials under the scope of work in the BOQ.
• Basic Contracts Knowledge of FIDIC.
• Good Knowledge of construction process from Initial to Final stage considering specifications & also technical knowledge of Construction Materials.
