It is tightly coupled with SAPS and serves day-to-day activities of Commercial department.

The Records & Routing (R&R) Department maintain the LOCNET system. The various equipment such as Main Distribution Frame (MDF), Optical Distribution Frame (ODF), Copper / Fibre / ONU cabinets, Distribution Point (DP) / Sub DP's and cable pairs with their status (Spare, Reserved, Blocked, Faulty, Working) are created and maintained in LOCNET database. The main departments which constantly feed information to R&R are External Planning / Works, Operations Maintenance Control (OMC), Subscriber Services and Cable Transmission departments.

Previously LOCNET used to support only the Copper network. First name hidden was responsible for redesigning the complete LOCNET system to incorporate facilities to create and maintain the Buildings database with the sub/local/floor DP's and Flat#, Socket#. Additionally, incorporated the support for two new networks based on the Fibre cables viz. Fibre Optic cabinets (Active network) and Giga Passive Optical Network (GPON) . Also, added facility to support Pre-wired Buildings concept, which can be implemented on any of the networks - Copper, FO cabinets & GPON.
