Parsons International Limited provides Program Management services to Qatar Foundation and ASTAD Project Management in the construction of the Education City Program. The EC Program includes multiple infrastructure, building and landscape projects.

• Manage a team of Senior Planners to take upon all Planning and Claims Management activities in the Education City Program, for nine Construction Projects of total value of USD 1 Billion.
• Provide Project Management consultation on factors affecting timely completion of projects and continuous progress monitoring, Baseline Management, Progress and Productivity Analysis.
• EOT Claim Analysis and establish Contractor Culpability to determine Compensable Delays.
• Performed Forensic Schedule Analysis using different prospective and retrospective approaches, Time Impact Analysis (TIA), Contemporaneous Windows Analysis, Collapsed As-Built, Impacted As Planned.
• Verify and certify Contractor s payment applications.
• Develop Program level Procedures for Planning, Scheduling & Reporting, Change Management, Claims Prevention & Management and Payment Verification.
• Establish, manage and control the Project Budget Baseline, directly assist Vice President with monthly project profitability, forecast, invoicing and cash flow analysis for corporate reporting.
• Prepare Parsons Monthly Financial reports including Project Control Statement (PCS), Prism Status Tools (PST), etc

2.Act as focal point for planning and claim management consultation within the Program, coach and support Senior Planners through a standardized process.
3.Provide project management consultation on factors affecting timely completion of projects and continuous progress monitoring, Baseline Management, Progress and Productivity Analysis.
4.Review, coordinate and approve contractors’ Programmes and Planning Packages including cost and resource loading, along with the Progress Measurement System (PMS).
5.Monitoring, addressing and evaluating Extension of Time Claims submitted by the Contractor, and provide recommendations to the client, using various Delay Analysis Techniques: Contemporaneous Windows Analysis, Collapsed As-Built, Time Impact Analysis and Impacted as Planned.
6.Assess potential Time Impact due to Change Requests, Delay and Disruption events and determine Concurrent Delays to ascertain compensability and provide input for calculation of prolongation costs.
7.Conduct weekly workshops to direct and provide guidance to the contractors while preparing the Baseline Programme and the Planning Package.
8.Review contractors’ weekly and monthly reports and prepare Parsons weekly and monthly reports to the client.
9.Establish the Dashboard Report for the Program and update it weekly, and prepare monthly executive summary presentation to the client.
10.Provide potential solutions of mitigation measures and led contractor to build a recovery schedule.
11.Maintain and update Master Schedule for Education City program.
12.Worked closely with the Resident Engineer, Discipline Engineers and the Quantity Surveyor to certify contractors’ payment applications using the cost loaded schedule per the contract requirements.
13.Direct responsibility for the planning duties for multiple lump sum and design build contacts such as Oxygen Park Project (Infrastructure and Landscaping), West Car Park Project, Design and Build the Nursery Facility (Nursery for future landscape projects within the Education City) and South Site Wide Infrastructure and Landscaping.

6.Prepare periodic schedule updates on (P6), and determine project progress position using various methods of evaluation (man-hours, activity duration and cost).
7.Resource and cost load the schedule and develop resource and cash flow histograms.
8.Assess progress, completion forecasts, monitor critical and near critical path work and provide solutions to mitigate schedule delays and optimize project completion.
9.Use the Earned Value Analysis to assess the project performance and KPIs.
10.Evaluate project progress against historical indicators and provide comparative analysis.
11.Quantify and assess delay events using multiple delay analysis approaches and contribute to the preparation of Extension of Time (EOT) claims.
12.Prepare direct labor productivity reports for the key activities.
13.Prepare periodic progress reports (detailed and supervisory), and report project status at progress meetings.
14.Develop short term programmed targets (Look Ahead Schedules) for site engineers and follow up progress regularly.
15.Review, approve and coordinate the subcontractors and suppliers programmes.
16.Review subcontractors’ claims and prepare subcontract claim analysis for effective resolution and provide inputs to the Project Management.
17.Assist in preparing Cost Reports in collaboration with Commercial Manager.
