• Create the RFP/RFQ for each project/type of work.
• Send the package to subcontractors - contractor.
• Value engineering for making saving.
• Prepare packages to send them to the main contractors, and follow up their queries to other departments.
• Create comparison sheet between the competitors and the budget.
• Create Breakdown for all project item to be compared with the main contractors’ prices.
• Help the contracts department to create a contract to the project.
• Reviewing the offers according to the projects’ specifications and company strategies.
• Select the successful bidder according to the Technical/Financial evaluation.
• Consider all projects’ needs including required items over the duration of a project and dates of requiring them.
• Receive technical specifications of materials, equipment and operating supplies from project substantive offices and re-characterizing them in details with accordance to common technical standards.
• Receive and check purchase orders from different company’s departments and projects with accordance to the approved systems and procedures, issue purchase orders, ensure the compliance with needs plans and approved budgets.
• Look for new suppliers with accordance to the approved system of selecting.
• Work on finding solutions and alternatives to procure unavailable items, suggest other purchase resources and submit them to relevant departments to get the technical approval.
• Issue the purchasing order (PO’S) and Letter of Award (LOA).
• Study the project documents and define the work scope.
• Read and study the contract.
• Distribute the project's study tasks between the team members and departments.
• Prepare the bid packages.
• Send the packages and follow up with the third parties to collect the quotations.
• Reviewing the offers according to the projects’ specifications.
• Create the cost breakdown sheet.

• Apply & develop Cost estimation process.
