Based on the staff rotation schedule, a Water and Sanitation Monitor is expected to undertake effective monitoring of the delivery of both water and sanitation services. Specific responsibilities of the WSM include:
Water supply and distribution monitoring
· Maintain presence at the three water points in Za’atari refugee camp (including designated entry point for external trucks) during water supply operations, (06:00 AM - 06:00 PM, 7 days a week), according to the staff rotation schedule.
· Monitor and accurately record and report quantities of water dispatched to the camp community from the water points of the camp.
· Perform random water quality test on water coming into the camp, and dispatched from the three water points, communal water tanks and household storage and report any irregularities.
· Immediately report any operational issues that affect or might affect the normal water distribution operations, such as technical problem in the boreholes, electricity outage, strikes, etc.
· Observe, record and report any environmental issue that is affecting or might affect the surrounding area of the water points.
· Oversee the work of Syria Cash-for-Work (CFW) who are assisting in the water monitoring activities.
Roaming Patrol Activity
· Trace samples of water delivery to the district checkpoints and at filling points on block level and household level.
· Observe, record and report all damage or faults of water tanks, pipeline and other water supply structures in the camp.
· Observe, record and report solid waste collection volumes and standards in the camp.

Sanitation (Desludging) Monitoring
· Maintain presence at the entry and exit points of the desludging trucks in Za’atari refugee camp during normal working hours (06:00 AM- 06:00 PM) 7 days a week according to the staff rotation schedule
· Inspect and/or supervise each desludging truck entering the camp, to ensure that they are completely empty.
· Inspect and/or supervise each desludging truck exiting the camp, to determine the volume of the loaded wastewater, and sign voucher as evidence.
· Log all details of trucks entering and leaving the camp and details of each desludging trip as per the standard recording and reporting templates.
· Perform daily inspection of the desludging trucks to verify the plate number of the trucks and observe the truck contraventions with the truck inspection requirements.
· Monitor transfer of wastewater from smaller capacity camp lorries/trucks to larger capacity lorries for transfer of wastewater to treatment works.
· Ensure that all septic tanks are desludged according to the daily schedule.
· Observe and record all or any contraventions of the process by the desludging contractor.
· Monitor the THW manhole and report any desludging practices which might lead to wastewater contamination.
· Observe and record all or any spillages, environmental issues or possible contamination sources arising from desludging and discharging activities.
· Maintain functional telephone hotline for collection, response and recording of desludging related complaints from refugees and other camp stakeholders.
· Monitor and accurately record and report the amounts of wastewater dispatched at the Za’atari Wastewater Treatment plant (ZWWTP).
· Correlate the amounts of wastewater received at ZWWTP with the amount of wastewater dispatched from the eastern gate to the plant.
· Immediately report any operational issues that affect or might affect the normal desludging operations, such as technical problem in the boreholes, electricity outage, strikes, etc.

General Responsibilities
· Perform any other task that is assigned by respective Coordinator.
· Collaborate effectively and responsively with the entire UNOPS monitoring team including monitoring focal points, and Programme Monitoring Manager.
· Maintain a positive approach and team spirit with the entire monitoring team.
· WSMs in Za’atari Camp should report directly to Program Monitoring Coordinators
· Water and Sanitation Monitors (WSMs) are expected to work 176 hours (excluding lunch and rest times) over 16 duty days in each month.
