Responsible of technical validation, planning, value and cost engineering of production and utilities equipment/machines spare parts.
Duties and Responsibilities includes: (1) Responsible for the Materials Section of the Engineering Planning Department reporting directly to the Engineering Planning Department Manager. (2) Ensure the availability of Spare Parts for all Production Machines and Utilities Equipment. (3) Perform technical validations, cost and value engineering for the approval of Spare Parts Procurement requests. (4) Interface with the Production Engineering Department and Preventive Maintenance Department on concerns related to their Spare Parts requirements. (5) Monitor and report Spare Parts Warehouse Stock Status on a weekly basis. (6) Monitor, follow-up and report Spare Parts Procurements Status on a weekly basis. (7) Ensure the Material Plan compliance of Engineering Planning Department as per the Annual Work Plan. (8) Develop Annual Material Plan for Production and Utilities equipment.
Responsible for a regular team composed of (1) supervisor, (1) computer operator, (6) preservation staff & (7) preservation personnel, augmented with additional manpower as per specialized work/activity requirement.
Functions includes:
• Reports directly to Piping, Valves, Fittings and Preservation Manager, communicates to QA/QC and Planning departments and to all Material Controllers in matters related to materials/equipment inspection, preservation and maintenance.
• Establish, implement and upgrade organizational structure, manpower requirement and work flow of the preservation/maintenance group.
• Verify and confirm information/data of mechanical equipment based on vendor prints from the Total Project Management System (TPMS), PO and invoice copies, and shipping and packing list documents.
• Control, maintain and update records of vendor instructions/documents and project specifications on equipment/materials storage, handling, inspection and preservation as well as Material Safety Data Sheets (MSDS) of catalysts, chemicals, preservative and lubricant compounds.
• Establish, verify and confirm applicable inspection and preservation/maintenance activities specific for each equipment, its activity type, activity code, frequency and tools, preservatives and lubricant compounds to be used.
• Establish, implement, review and update the Preservation Inspection/Maintenance Monitoring System
• Generate, review, implement and update weekly Preservation Inspection/Maintenance Activities checklist
• Control, maintain, record and update preservation inspection/maintenance Log Sheets; ambient conditions of temperature/humidity controlled storage areas; desiccants and Vapor Corrosion Inhibitors (VCI) of equipment/materials; nitrogen (N2) purged of equipment/materials; and, insulation resistance of low voltage (LV) and high voltage (HV) motors.
• Control, maintain and update the Site Overall Preservation Status Spreadsheet and submit same as monthly report to Project Management Consultants (PMC) through construction planning.
Responsible of (3) storage facilities; a raw materials warehouse, a spare parts warehouse and a fuel storage facility.
Functions includes:
• Reports directly to Plant Manager and maintain line of communication with the Finance Manager, Purchasing Manager, QA/QC Manager and Production Manager.
• Establish, maintain, record and upgrade operational guidelines and procedures of plant material management as per International Organization for Standardization (ISO) 9001:2008 accreditation requirements.
• Update and maintain data of material stock, consumption and inventory on the Sage ACCPAC system and ensure correctness of data and system to be on-line.
• Establish the physical organization of storage areas (racking system, mapping and tagging) to facilitate efficient stocking, withdrawal and inventory of materials.
• Establish effective security and control of materials through installation of Closed Circuit Television (CCTV), hard fence and implementation of restricted areas.
• Prepare and facilitate the generation of approved Goods Received Notes (GRN) complete with attachments (PO, Invoice, delivery note, packing list, shipping documents, quality and test certificates) and submit final copy to Finance department.
• Monitor level of plant fuel and lubricant stocks, confirm requirements of same for continuous plant operation plus buffer and regularly advise purchasing on the matter.
• Facilitate, coordinate and perform with the QA/QC departments all matters regarding quality inspections and testing of incoming spare/raw materials.
• Prepare, conduct and submit monthly and quarterly inventories and audit in cooperation with Finance Department.
• Control, maintain, organize and update required documents as per ISO 9001:2008 Quality Management System such as Goods Received Notes (GRN), Non-Conformance Report (NCR), Inspection Report Notice (IRN), Material Request Slip (MRS), Material Safety Data Sheets (MSDS) and Monthly Inventory Report (MIR).
Responsible of (3) material preservation teams whose scope of work includes (5) lay-down areas and (6) indoor warehouses.
Functions includes:
• Reports directly to Material/Equipment Preservation Coordinator and maintain line of communication with the Preservation QC Inspector and to all Material Control Supervisors.
• Prepare, process, and implement Permit to Work (PTW), Job Hazard Assessment (JHA) and Methods of Statements (MS).
• Conduct regular Safety Tasks and Risk Reduction Talk (STARRT).
• Review and consult regularly Vendor Instructions/Documents and Project Procedures & Specifications to verify and clarify preservation inspection activities and concerns.
• Facilitate and process requests for equipments, tools and additional manpower whenever required.
• Supervise, support, consult and perform weekly preservation inspection/maintenance activities, initial and periodic, ensuring the correct and timely implementation of the same.
• Control, supervise and ensure the safe completion of critical preservation inspection work/activities such as Working at Heights, Work in Confined Spaces, Nitrogen (N2) Purging, Insulation Resistance (IR) Testing and Chemical Cleaning.
• Confirm, advise and update preservation inspection activities in Preservation Monitoring System, whether applicable and needed.
• Report, update and submit completed preservation inspection activities recorded on initial and periodic checklist.
• Record, maintain and update preservation inspection log sheets, motor insulation resistance (IR) test results, desiccant and N2 monitoring log sheets.
• Monitor and maintain the stock quantity of preservative oil, lubricant compounds, desiccant and nitrogen (N2).
• Lead/supervise operations of 2 steam turbine driven sugar milling trains.
• Perform and supervise in-service corrective and scheduled preventive maintenance.
• Develop procedures for the milling operations and maintenance.
• Lead and mentor engineering courses like thermodynamics, mechanics, and materials.
• Lead and mentor courses like calculus, differential equations, and numerical methods.
• Perform and lead in-service corrective and scheduled preventive maintenance.
