1. Preparing Project Budget Report for yearly forecast (CAPEX).
2. Secretary to Working Tender Committee.
3. Preparing the Tender Document and calling the contractor for participating in tendering.
4. Doing valuation of sub-contractor proposal, negotiation, prepared recommendation letter to management, Latter of Acceptance and contract.
5. Setting up standard procedure i.e., Variation Orders, Claims, Tender Process, Valuation Process etc., of the construction division to achieve International Standard.
6. Setting up Procurement Committee and Tender Committee.
7. Playing the role of Client, PMC and Contractor in a different way of communication and project.
8. Implement the Value Engineering strategies.
9. Preparing Submission Proposal, Budget, Clarifications, Schedule of Responsibility, Term & Condition and related appendixes to the Submission Document for bidding outside project.
10. Preparing Monthly Progress Claim.
11. Preparing the Contract Document for Internal Job. Contract Document based on FIDIC Green Book with amendment and appendixes.
12. Preparing the Contract Document for Consultancy Services. Contract Document based on FIDIC White Book with amendment and appendixes
13. Reviewing Contract Condition for bidding and awarding External Project. Normally use in the Gulf Region is FIDIC Red Book First Edition 1999.
14. Establish Price Data Bank for all materials price, supply and install rate, equipment rate for reference, comparison, and future use.
Supervising estimation and tendering activities in UAE, Kingdom of Saudi Arabia, Yemen, Qatar, Bahrain, Kuwait, Lebanon, Egypt, Jordan, Syria, Madagascar, Seychelles and Kenya.
As well communicate with the aluminium fabricator of any other technical and commercial issues on the particular project.
Doing Value Engineering based on SAPA System to give optimum price on the project.
Coordinating with International office (Belgium (HQ) & Poland) for technical and commercial issues on producing the cost proposal.
Pre Contract/Estimation/Tendering Task
• Involving in two stage project approach i.e. Pre-Construction Service Agreement (PCSA) - Awarded in two stage:
o Stage 1 Scope of Work - Develop of System Concept Drawing, Performance Mock Up, Target Project Cost & Value Engineering.
o Stage 2 Scope of Work - Shop Drawing, Production Drawing, Engineering, Project Management, Procurement, Delivery of Panel, Installation & Commissioning.
• Involving in Open Tender process, Cost Reimbursable Approach, Cost Plus Approach, Partnering Contract Approach & Direct Negotiation Process.
• Identifying scope of work related to the Curtain Walling/Façade & Aluminium Work Package.
• Establish measurement (taking off) of scope of work (curtain walling/façade & Aluminium work package)
• Executes all the relevant specification of façade work on the specification document.
• Establish research and risk analysis of the interested project.
• Calculate the cost of construction for façade work/Aluminum work for based on the tender drawings and documents.
• Prepared Value Engineering calculation to the client (Cost Option).
• Assist the management in tender presentation.
• To invite sub-contractors of various traders to submit quotations for the projects and evaluate the quotations accordingly to the necessary award of the Sub-Con.
• Quotation comparison.
• Prepared Design and build tender reports including technical and commercial part.
• Compile Design and Built tender document.
• Supervise all outgoing and incoming correspondent of particular tendering project.
• Attends Client/Consultant Meeting.
• Prepared Project Risk Assessment to review by top management in headquarters (Italy) before start the tender/estimation activity.
• Prepared preliminary project construction programme (curtain walling/façade & Aluminium work).
• Prepared preliminary project cash flow planning/procurement strategies
• Prepared hand over document of the succeed project to the project management team.
• Working very close with Design, Procurement, Production and Project Department.
Post Contract/Quantity Surveying Task
• Assist post contract team in preparation of payment application.
• Assist post contract team in preparation of variation order (VO’s).
Cost Control Task
• Preparation of incurred cost versus budget cost (Project Post Mortem).
• Preparation of cash flow the cost incurred history.
Project Management Task
• Assist Project Manager to understand project budget and project procurement strategy.
• Assist Project Manager during valuation of supplier/sub contract pre selection.
