(Operations department having 140 staff member and covering divisions such as: Procurement& Contracts, Operational efficiency, Logistics& Stores, Facilities& Constructions, Housing, Transportation& Logistics, University Services as well as Sustainability).
Under minimal supervision, established and implemented departmental goals, objectives, policies and procedures; conducted various organizational studies and investigations; recommended modifications to programs, policies, and procedures as appropriate to improve overall organizational performance. Responded to and resolved difficult and sensitive customer inquiries and complaints; continuously monitored and evaluated the efficiency and effectiveness of operational methods and procedures. Identified opportunities for improvement; oversaw implementation of changes and served as principle point of liaison with Deans, the Provost office and external constituents' and contractors. The role also includes the monitoring of contracts for compliance to terms and conditions taking remedial action as required; responsibility for overseeing the University's commercial transactions including the coordination of all aspects of the contracting process to ensure timely submittal and renewal. •Under minimal supervision, developed, coordinated and administered all contracts and purchases for all products and services for the various schools and service entities operating within the University organizational structure. Negotiated, extended, terminated and renegotiated contracts as appropriate. Served as the principal point of liaison with contractors; monitoring existing contracts for compliance to terms and conditions and took remedial action as required.
•Created suppliers performance measurement system achieving consistent 100% goal attainment in reducing non-compliant purchases from 28% to less than 5% of total dollars spent.
•By adopting a ‘Management by Objective’ approach I directed employees to provide MBOs annually for appraisal and strategic planning; consolidating input into departmental MBOs thus creating a comprehensive and inclusive process for formulating departmental direction. As a result, I was able to maximise limited resources and budget over a 5-year period.
•Tendered, re-wrote and awarded three of the University’s largest contracts (AC maintenance, Sports fields maintenance and custodial services) achieving 15% savings in the value of the contracts thereby ensuring the most cost-effective contract services for the University.
•Executive-Level Relationships - established a high level of trust with top administrators, including Chancellor and Provost, through consistent interactions and delivering on expectations.
•Vendor Relations - monitored and evaluated contractor performance against contract specifications, and took remedial action, up to and including termination, as appropriate.
