Site Manager of ASTPP - The Amman Strategic Reserve Terminal for Petroleum Products located in Amman (Jordan) - Madouna/Ghabawi district, which has been developed on JV basis between an International Specialized Spanish firm (OHL Industrial) and a Local Specialized General Contractor firm (MID Contracting Co.) under a Lump Sum Contract for the Engineering, Procurement, Construction, Testing and Commissioning of the facilities
Major Activities under the role of Site Manager / Deputy Project Manager:
Managing and leading the project construction, commissioning and trial operation activities
Leading the multi-nationality project’s team and subcontractors’ overall performance, scope, cost, and deliverables to secure the successful delivery of the project
Maintaining and monitoring project plans, project schedules, working hours, budgets and expenditures
Lead the periodic meetings (weekly and monthly) for the different Project aspects on site with the Employer and the Subcontractors
Ensure the implementation and adhering to the HSE and Quality plans during the development of the site activities
Cooperate with the Client throughout project implementation, as well as resolving issues and client concerns proactively, and ensure client satisfaction throughout all project phases.
Ensure having the deliverables of the project from the designer on timely manner with the best engineering practice, and triggering the best ideas of Value Engineering
Approve the Turn over Packages from Construction to Commissioning phase
Initiate and finalizing the sign-off the project’s Taking Over Certificate

Major Activities under the role of Project Control Manager / Deputy Project Manager:
Ensure stakeholder views are managed and achieved
Prepare the Project’s Budget and grant the approval from the JV management
Prepare the project’s Execution and packaging strategy
Managing and Supervising the Project’s Control team
Manage, develop and review all contractual aspects and matters with Employer and the Subcontractors
Review and approve the following information/documents
o The Commercial tabulations of technically qualified Vendors
o Letters of awards and agreements of the Vendors
o Variation Orders Initiation, preparation and finalization
o Payment milestones invoices
Define the project’s risks with their assessment and provide the solutions
Coordination with Finance department for the project’s cash-flow and Vendors’ payments
Study and recognize business opportunities with Business Development Dep’t and Company Management.
Managing the proposals developments, including the following:
• Review the Tender Documents and evaluate the winning opportunities with the Management
• Preparation of the Division of Responsibilities (DOR’s) with JV partners and/or Designers
• Review main vendors’ technical and financial offers with the team
• Review the Project’s Execution Plans
• Review the Cost Analysis of main items Unit Rates and Productivity Factors
• Review the overall project time schedule and the required resources
• Developing the Cash Flow schedules to define the required facilities and costs
• Coordinate with Financial Department for the required facilities and LG’s for the tender.
• Review the technical submittal
• Conclude with targeted vendors and review pre-bid agreements (when required)
• Preparing indirect cost analysis and closing the tender
• Propose Value Engineering / Alternatives within the tender submittals
Post-Award preparation of Projects’ Budget and Cost Control forms
Preparation of Procurement strategy plans for the awarded projects
Negotiating and concluding the deals with the main vendors for the Awarded projects
Reviewing and Finalizing the Vendors’ Agreements
Supporting the ongoing projects with the variation orders and contractual issues
Studying of Tenders, including the following:
• Studying the tender documents
• Issuance of bid clarification queries
• Prepare Request for Quotation List and issuance of RFQ’s to the vendors
• Studying vendors offers & preparing comparison & compliance sheets
• Preparing Project Execution Plan of the tenders
• Check Major items quantities
• Development of Cost Analysis of BOQ items.
• Perform productivity analysis of cost estimates
• Prepare contingency and escalation Plans
• For EPC tenders; reviewing the preliminary designs and ITB requirements and propose alternatives (where applicable)
• Preparing the detailed project time schedule with planning department.
• Preparing the technical submittal.

Prepare Variation Orders with projects managers

Role and Major Activities:
Supervision on the external works
Preparing daily production sheets along with weekly reports (status of manpower and productivities for the executed works vs. planned), short-term plans, Method of Statements of the activities
Coordination with MEP works
Preparing bar bending schedules with all the required take-off
Preparing Structural Analysis and Designs for certain areas.
