• Participates with senior management in the formulation of strategies for the development of Qatari employees and ensures that they are understood and implemented in the most efficient way. Ensures that appropriate procedures are followed to identify the potential among the Company’s Qatari employees including analysing their training needs and coordinates the procurement of these needs. Contributes to the Qatari development overall effort through membership of the various Qatari development committees. Reviews training means available both locally and overseas in order to develop training objectives in line with management’s requirements.
• Ensures adequate supply of Qatari employees, through proper selection and evaluation system to supply the Qatari personnel to the required positions to complete the 5 years Qatarization Plan.
• Plans, coordinates and supervises the provision of in-house and external training services to meet Company training and development requirements. Includes directing the preparation of the annual training plan to cover company needs for common core mass training for production and maintenance operations and specialized selective training for professional and supervisory staff both locally and abroad. Coordinate training services offered by vendors as part of contractual agreements and ensures that employees/trainees are made available to benefits from such programs. Reviews training requirements with department heads concerned and process for management approval.
• Controls the formulation and updating of succession plans, includes coordinating and determining requirements with departmental and group management, guiding the preparation of plans and ensuring that all plans are in accordance with current Company objectives and programs.
• Establish written training procedures and instructions and update existing procedures in accordance with the Quality standards.
• Acts as a Member of Qatarization committee if any to ensure smooth operation and implementation of the committee’s targets, and acts as a member of Training and Development Liaison Committee affiliated with Qatar Petroleum.
Performs other similar of related duties such as preparing and controlling the section budget; developing internal controls and procedures, conducting special studies, planning and organizing field studies to ascertain company training needs; preparing and directing implementation of Companywide orientation programs for new employees carrying out original research into training methods, facilities and institutions.
