Mr. Salileh was assigned recently as a construction project manager at Tabuk University housing project (stage 2) in march 2014 to complete the remaining outstanding components of the project in 10 months’ period, first task was to re-evaluate the time work schedule and the availability of manpower and materials resources to complete all works within time remaining.
It was noticed that the work presidency and procedure when handed over to Mr. Salileh by the late project manager, and as approved by Client and Consultants, were not so efficient nor practical, making it almost impossible to bring the project to a final successful completion within the remaining contractual time frame without facing penalty clauses. The estimated remaining cost was also foreseen to increase about 6%.
The approved structural work construction schedule for casting several housing units (126 units) distributed over eleven 5 -story buildings and (73) two floor villas, where the execution was horizontal wise, such procedure, taking into consideration the availability of main project resources, shall definitely delay the execution of other finishing works at site, and thus delay the whole project.
Mr. Salileh suggested, advised, and managed to convince both the Client and the Consultant to change the work precedence to vertical wise in order to open all other finishing works, in this way at least 50 units were finished within 4 months’ period and the remaining 72 units were handed over in 2 consecutive phases, 3 months each, thus, the work project was substantially and successfully handed over in 3 partial phases within time and prevented delay penalties.
Mr. Salileh's success was witnessed at site by both Client and Consultant which was the result of adopting the Construction Management Approach, the work production was increased and completed within 10 months. Reallocating the time work schedule activities with regards to project resources (manpower, equipment and materials) and by adopting the subcontract work method (utilizing both company's own labor and outside works subcontractors). The total estimated cost was not exceeded as it was foreseen. The work took place days and night shifts to complete the finishing works smoothly.
