Consultant objectives and activities include:
- Assess the financial service sector and MSME access to finance constraints;
- Establish support mechanisms, including a credit guarantee fund;

- Establish alternative financing mechanisms like saving and loan groups and other;
- Support mobile money providers to extent operations in the target region and to provide
additional services to farmers and rural MSMEs;
- Develop and support the capacity building activities to the financial services providers, farmers
and rural MSMEs. Support other programmes (livelihood projects) that have activities related
to financial inclusion and interaction with formal finance institutions.
