Responsibilities:
Management and Implementation of Company HSE Plan, HSE Policy, HSE management system requirement, organizational mission and Projects are delivered safely on schedule.
Ensure Construction Waste Management Plan (CWMP), Construction Activity Pollution Prevention. Erosion Sedimentation Control Plan (ESCP), Indoor Air Quality Control Plan (IACP), and Utilize green building practices and strategies to increase building and site performance and efficiency.
Manage, Ensure and practice efficient waste management and to use all reasonable means to divert construction and demolition waste from landfills and incinerators by facilitating recycling and reuse programs were possible and to meet or exceed the anticipated LEED.
Ensure that the generation of solid waste will be held to the minimum amount possible and follow all required LEED New Construction standards.
Ensure Construction Activity Pollution Prevention Practices, Dust Pollution Prevention, Indoor Air Quality, Erosion and Sedimentation Control measures to assure a healthy work environment during construction and assure a healthy work environment for eventual building occupants.
Prepare and get Client approval for HSE Plan, HSE procedure and Hazard/Risk assessment for all Construction activities including High potential risk and High Voltage activities.
Compliance of HSE legislation, and Monitor the effectiveness of HSE Management System, HSE performance, HSE targets in reducing HSE risks including construction safety, threats to the environment, local community/employees and follow up for further improvement.
Prepare and monitor HSE resource allocation, Emergency Preparedness/Response, Permit to work system, HSE Training requirements, HSE statistics & records according to the Company requirement.
Liaise with Client and Contractors for the improvement of HSE Management, Give guidance and render advice to EPC Management, HSE advisor and staff on the matters pertaining to HSE.
Review and Monitor HSE Management plan, HSE Induction/Training Matrix, HSE Inspection and HSE Audits, Emergency Drill, PPE requirements, monthly HSE inspections prepared and implemented at Construction Site, according to the company’s HSE requirements.
Monitor the IMS (ISO 14001, 8001) standards are met as per Company’s HSE requirement. Ensure commitment to Environment protection.
Conduct HSE audits/inspections on Construction Safety management, Monitor Hygiene, housekeeping and Waste Management as per Company HSE plan schedule and bring non-conformances into the notice of Company and follow up with the Contractors.
Conduct Incident/Accident investigation with HSE management team; reporting and communicating the learning points to the contractor HSE staff and monitor immediate action and follow-up actions.
