• Receives supervision and work assignments from the Environmental Manager.
• Assists in developing and managing the implementation of the AECOM scope of Project services related environmental management program, including the key execution documents - Environmental Management Plan, Environmental Monitoring Plan, Environmental Emergency Preparedness Plan, Competence/Training, and project specific mitigation procedures that are compliant with ISO 14001. These plans will also be in accordance with Infrastructure Environmental Management System (EMS), project contract requirements, and international financial institution lender requirements.
• Participates in meetings with customer, project team members, and contractors/subcontractors to advise them of environmental requirements that may affect project design, schedule, and cost.
• Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project environmental requirements.
• Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, EIA, Accord permits, and the project’s CESMP.
• Carries out audits of environmental compliance implementation by the delivery packages (compliance with contract, CESMP, EIA & EMS).
• Prepares scopes of work for environmental subcontractors and oversees their tasks and work products.
• Tracks environmental compliance with approved plans, laws/regulations, permits, and contract requirements.
• Prepares sustainability documentation as appropriate for the project and its location
• Under the direction of the Environmental Manager, is responsible for drafting environmental awareness training programs and inspection reports.

• Manage early environmental due diligence activities across multiple concurrent development efforts, including Lot I and Lot II Environmental Site Assessments, noise studies, air permitting, ecological and cultural resource evaluations.
• Identify, evaluate and mitigate environmental risks and regulatory changes affecting relevant development projects from initial due diligence through execution and operation.
• Responsible for managing environmental reporting of BRT Red line projects.
• Review Contractor’s submittals related to environmental management including SSEMP but not limited to observation and non-conformance reports, monthly audit reports, and quarterly environmental performance monitoring reports.
• Review all environmental monitoring results provided by the Contractor as required for the project (i.e Water quality tests, Noise, Air Quality, etc.)
• Ensure that all construction activities are carried out in a environmentally safe manner and in adherence to the company Environmental policy, statutory regulations and guidelines onsite.
• Review Contractors’ Environmental Plan, procedures and any Environment related documents and within agreed timeframe.
• Liaises with PM construction, engineers and Contractors’ HSE representatives on a daily basis for all matters relating to Environment.
• Record environmental non-conformances observed during site inspections and ensure close out actions are implemented.
• Take part in all Environmental accident/incident/near miss investigations relating to any construction related incident and ensure timely reporting of incidents.
• Monitors work practices utilized by Contractors to ascertain compliance with the project approved CSSEMP and applicable to ADB.

• Ensure that the project activities follow the guidelines of ESMF and to act to mainstream the provisions of ESMF and Resettlement Policy Framework (RPF) into overall project operations;
• Prepare an environmental and social screening list through field observations in order to identify the potential environment and social safeguards (ESS) issues and prepare a schematic diagram/base map of each scheme and mark the socio-environmental features of the scheme on the diagram;
• Prepare the site-specific ESMPs based on environmental and social screening survey and field observations considering the ESMF guidelines, the ESMP will include Environmental Monitoring Management Plan (EMMP);
• The site specific ESMPs for different relevant subprojects should include Occupational Health and Safety issues having training need assessments, provision of trainings, monitoring, reporting incidents and progress, incorporating feedback to the ESMPs preparation and improvements.
• Conduct consultative meetings with relevant stakeholders to discuss site-specific environmental and social issues of the sub-project and get feedback from the participants to refine the ESMP and EMMP;
• Guided by the EMPP, conduct environmental including Occupational Health and Safety and social monitoring of the sub-project in association with engineering staff and ensure the implementation of recommendations prescribed in the ESMP
• To provide technical assistance to clients on mitigation strategies and requirements for the potential negative environment health, safety and social impacts.
• Provide training to Saaf Suthro Sindh (SSS) Project’s staff on overall ESMF and Resettlement Policy Framework RPF trainings and awareness raising of contractors on their immediate requirements to ensure compliance with ESMF and RPF, the training should include Occupational Health and Safety issues.
• Help the project team including relevant clauses in the contractor bidding and contract documents environmental, health, safety and social management.
• Support the project team on implementation of Citizen Engagement mechanisms and ensure the delivery of satisfaction surveys with the level of affordability and reliability of services
• Prepare the Grievance Redress Mechanism and manual which will include the grievance handling procedures, channels, grievance database in order to ensure that all registered complains are addressed properly;
• Prepare Grievance Redress Mechanism training manual which to be translated and disclosed among the project staff and project beneficiaries and establish functional GRM system
• Conduct training and awareness raising of the project staff and contractors on GRM utilization and functionally
• Prepare safeguard training plan which will cover the social safeguard, environmental, GRM aspects
• Ensure that the land acquisitions approaches are in full compliance with project ESMF and PRF and ensure proper recoding of land documents and prepare abbreviated Resettlement Action Plan if required;
• Conduct a cross-checking and vetting of specification conflicts, tender, and contract documents, making them suitably orientated towards the social needs of the residents in the area;
• Develop safeguards reporting formats and maintaining environmental and social records on established formats
• Develop and submit the environmental and social monitoring reports to project director on monthly basis; which to be reflected in the progress report to the World Bank.
