General Manager Administration, Personnel, HR & Supply Chain, I hold direct overall responsibilities for personnel and administration for four group companies - Oyster, Nascom, MFK Foods and MBK Foods.
Being the head of Administration and Human Resource/Personnel and Supply Chain departments and assisted by requisite number of staff of various levels from Assistant Manager to Admin Assistants, Assistant Manager Supply Chain, Inventory Officer, Purchasers, Store Keeper and other support staff, my responsibilities are given below:
a) Administration:
• Designing of Company Personnel and Administration Policies attuned to the Group’s Business Objectives, Strategies and Values.
• Designing standard operating procedures to facilitate implementation of the policies.
• Ensuring that company personnel and administration policies as updated from time to time and duly approved by the Board of Directors are applied in true spirit.
• Maintaining discipline, punctuality and absence control.
• Attendance, leave & Pay Roll Administration.
• Maintaining good relations with concerned government organizations (EOBI, Social Security, Labour Department, Civil Defence, EPA) and ensuring compliance with rules & regulations applicable to the Company.
• Resolving employee issues, disciplinary matters, holding of inquiries, investigation of misconduct and misappropriation cases, legal cases by workers and other issues related to HR & Personnel.
• Dealing with Trade Union/CBA Matters & dealing with Client Social Accountability Audits on labour related matters.
• Issue of service agreements and visa letters to expat employees, obtaining work visas for them through the Investment Promotion Bureau, arranging their accommodation, transportation and assisting them In adjusting to the new environment, periodical leaves, air tickets, dispatch of unaccompanied baggage of outgoing expat employees.
• Supervision of the Company Mess (average 75 employees) where employees are provided free lodge and board.
• Monitoring the project work in remote locations ensuring that employees are attending to their duties and forwarding progress reports in time.
• Dealing with employment of expatriate experts of various nationalities, their terms & conditions of employment, residence, transportation, well-being of expats and their families, work and family visas, handling their grievances and problems, their termination and final settlements.
b) Personnel (Human Resource):
• Manpower planning according to project and Company requirements,
• Recruitment: advertisements, vetting of applications, interviews, selection, management’s approval & issue of offer & appointment letters.
• Probationary appraisals, confirmations or extension of probation, annual appraisals.
• Compensation and career planning.
• Provident Fund, Group Insurance, Health Insurance and other employee benefits planning and administration.
• Final Settlement of employees leaving the Company, terminated, dismissed or laid off.
c) General Administration:
Obtaining properties for offices & accommodation on rental, selecting and purchasing furnishing and fixtures and making the premises ready for use as offices or accommodation, as the case may be.
Ensuring my department’s full support in overall office operations, arrangement and control of consumables, arranging and maintaining office equipment.
Arrangement and control of transportation (persons and goods), control of issue of fuel, handling periodical maintenance.
Obtaining corporate mobile phone connections for employees, monitoring usage of official mobiles, taking care of SIM and set losses etc.
Transportation and warehousing of telecom equipment.
General insurance matters and claims
d) Supply Chain: Overall Procurement, Supply Chain, Warehousing, Inventory Management and Logistics.
1st November, 2002 to 20th May, 2005
Assistant Manager Personnel & Admin. with Phoenix Security Service (Pvt) Limited, Karachi, Pakistan (www.phoenix.com.pk) . I was reporting directly to General Manager Finance and Admin., and there being no Manager Personnel & Admin., I was actually working as Manager Personnel & Admin. with a very diverse job description and responsibilities.
Phoenix is the largest security company in Pakistan employing more than 12, 000 personnel through-out Pakistan. Supported by appropriate Human Resource, Personnel & Admin staff, my responsibilities:
• HR and Personnel Matters of about 1, 500 regular employees and personnel matters, legal dues, insurance and salary claims of 10, 000+ security personnel working on different projects and at different client locations;
• Recruitment of regular employees; performance appraisal, salary, overtime and final settlements;
• Security verification of ex-servicemen from the Pakistan Army;
• Handled all labour disputes, represented the company in different forums in connection with unlawful termination, re-instatement, non-payment of dues claimed by employees or in case of death by their dependents/legal heairs, death and disability cases of employees and third parties, vehicles accidents and claims;
• Commercial & General Admin: Selection & finalization of branch offices in all parts of Pakistan, purchasing furniture & fixtures, office equipment, internet, phone, fax and photocopying services;
• Handled Special Project under which 500+ guarding staff was recruited and sent to UAE under an agreement with Emirates Airlines in the UAE. I designed the entire selection and recruitment procedure, medical examination, Protector of Immigration and NICOP process, visa application, ticketing, briefing before departure. I also prepared and issued all the advertisements and short-listing of candidates before interviews.
19th December, 1994 to 21st October, 2002:
Employers’ Federation of Pakistan (EFP), (www.efp.org.pk) the specialized national representative organization of employers dealing with labor related issues. EFP is a member of International Organization of Employers (IOE), Geneva, Switzerland and its present is a member of the Governing Body of International Labour Organization (ILO) - A UN body. While working with EFP, I visited the ILO Headquarters in Geneva, Switzerland and its various offices of in Italy, Japan and Thailand to attend meetings, seminars and conferences and also had the opportunity of attending various training programs. I also had the opportunity of extensive travelling within Pakistan (20 Focal Points) as National Program Manager of ILO projects.
Reporting to the Secretary General, I joined the Federation on 19th December, 1994 as Assistant Secretary and was promoted as Senior Assistant Secretary from 1st January, 2001. I worked with the organization till 21st October, 2002.
My responsibilities included:
• General Administration & Personnel matters;
• Assisting in election of managing committee and other committees;
• Preparing agendas and minutes of meetings,
• Advocacy service on labor legislation, supervising research work on labor policies, analyzing and preparing reports and recommendations on the impacts of new labor legislation or amendments of existing laws;
• Organizing seminars, conferences and workshops, preparing speeches, position papers and developing other material on labor related social policy,
• Issue of newsletters on productivity and employer related issues etc. During
• I also worked as administrator of a secretarial training institute a project of International Labor Organization (www.ilo.org) and EFP for employment promotion, developed the curriculum and implemented the secretarial training program.
1988 to 1995:
SUPARCO (Pakistan Space & Upper Atmosphere Research Commission), Government of Pakistan, (www.suparco.gov.pk) as Administrative Officer in BPS-16 and concurrently held charge as Executive Officer Procurement & Stores.
Responsibilities in SUPARCO: General Administration, Administrative and Personnel Matters, local and foreign exchange procurement, budget & financial matters and other procurement and stores related functions.
Masters in Public Administration (MPA) equivalent to MBA with subjects in Business & Public Administration & Policy.
Two-year Bachelor of Laws Degree (after 14 years of studies). Subjects: Constitutional, Contracts, Commercial, Civil & Criminal law, Jurisprudence, Labour Law, Interpretation of Statutes.
Two-Year Bachelor Degree (after 12 years of education). Subjects: Economics, Political Science, English
