• Overall accountable for health, safety, social, security, environment compliance.
• Ensure compliance with environment and social requirements in alignment with IFC, ADB Local and
international Regulations.
• Advise project team on risks, mitigation measures, local and international requirements apply on the project.
• Provide guidance to the project team on project risks, mitigation strategies, HSSE contract clauses and
applicable local and international requirements.
• Conduct preliminary HSSE evaluation of proposed subcontractors and suppliers.
• Lead in kick-off meetings with selected subcontractors and raise awareness to foster health, safety, social
security and environment compliance.
• To prepare and deliver presentation to project company and project sponsor for site HSSE compliance.
• Review of Lifting plan, Equipment Third party Inspections, operator certification, conducting rigger interviews.
• Oversee the development and execution of the Project Grievance Mechanism for employees and stakeholders.
• To review HSE KPI reports and ensure continuous HSE improvement. Discuss the KPI reporting with Masdar top
management in monthly HSSE assessments.
• Ensure proper implementation of occupational health and safety protocols and emergency preparedness plans.
• Lead in Incident investigation, identifying route causes, develop and implement corrective and preventive
measures.
• Review and approve non-compliance reports submitted by site HSE leaders, and hold meetings with
subcontractor management to implement immediate actions to address unsafe practices on-site. Assess,
evaluate, and approve the corrective and preventive actions implemented.
• Develop and implement Testing and commissioning HSSE procedures, ensure electrical safety during testing
and commissioning phase, lockout and tagout procedure and access control system for energized areas.
• Suggest the electrical teams for arc flash study and ensure arc flash PPEs compliance.
• Develop campaigns plans, drills plans, and HSSE events to promote E&S compliance across the project.
• Develop, oversee implementation and advise improvement on employee working conditions management
which includes employee legal contracts, salaries plan, welfare facilities, recreational activities, and grievances.
• Oversee implementation of worker accommodations as per cESMs, IFC and EBRD standards.
• To ensure security, human rights, and access control in line with cESMs.
• Develop audit plans and conduct HSSE audits to track the implementation and actions required to improve
management system.
• Develop and implement working at height procedure which includes working on overhead transmission lines,
scaffolding platform erection and dismantling, working on scaffolding plateform, scaffolding inspection and
training need analysis.
• Oversee and advise improvement on implementation of traffic and transportation management plans.
• Ensure the effective execution of biodiversity, resource efficiency, emissions.
• Conduct regular site inspections and E&S audits to ensure the implementation of cESMs, local and international
regulations.
Initiatives:
• Implemented Internal Vehicle monitoring system for adherence to traffic regulations.
• Digitalize HSSE Reporting which includes observation reporting, incident reporting and investigation, training
management, tools and equipment inspection, site weekly inspection and HSSE Audits.
• Achieved a merit grade in the International Safety Awards by the British Safety Council .
• Introduced and implemented compatibility chart and temperature monitoring of safe chemical handling and
