• Leading the Unified Government Resource Planning Program Architecture Transformation (Direct Reports-5, project budget size-2B+SAR, partners managed-3, stakeholders-Dept. HODs, Ministry Secretaries) covering 18+ Government depts. & 410 agencies.
• Developing the Program Enterprise Architecture for Vision 2030, Current condition validation to target State Architecture (BPR), eGovernance EA Roadmap from Business, Applications, data and Technology Architecture perspectives based on existing UGRP framework, guidelines and policies, establishing eGovernance management office and migration of all existing applications of ministries to integrated SAP S4/HANA, HR, SCM and Finance ecosystem.
State eGovernance Management Team, State of Mizoram:
•Lead Digital India eGovernance Program(Direct Reports-6 & indirect 150+, project budget size-5M-50M INR, partners managed-9, stakeholders-Dept. HODs, State Secretaries) in State Gov. covering 50+ industry sector depts.
•Developed five year target State eGovernance IT Roadmap from Business Architecture and IT Architecture perspectives based on existing NEGP framework and policies and established eGovernance management office, Controls and Processes and overhauled State IT Policy(team size- four consultants) covering 45 departments with targeted estimate of resource & portfolio optimization of 20 % YOY.
•Conceived, formulated (followed State Policy formulation process and approval) and launched the Cyber Security Policy and Cyber security implementation guidelines for Mizoram citizens improving cyber protection by 90 percent.
•Lead & implemented web based portal with 12 FTE for electricity & water billing for P&E & PHE Dept. with BPR and revenue realization improvement of 20 percent covering 600, 000 users.
•Initiated GIS (using Data Analytics and data mining) based Decision Support System, implementation for 9 depts.
•Lead Impact Assessment of 6 MMPs - Transport, Commercial Taxes, CSC & RIK, e-District and MSWAN. Assessed for success factors on quantitative, qualitative and cumulative effects for customer/citizen satisfaction index and feedback.
•Program managed (Project appraisal, monitoring, SI Integrator & IP co-ordination, stakeholder management) successful completion of four core IT infrastructure projects-State Data centre (Budget-4.75M USD), State wide area network (3.83M USD), State service delivery gateway (1.36M USD), e-Bharat-(1.66M USD).
•Successfully program managed-API Design, development, implementation, team size 5) on-boarding of 20 eDistrict services into Unified Mobile Application for New-age Governance (UMANG) platform. Resulted in revenue realization of 1 Million INR.
•Successfully program managed implementation of 56 eServices of eBharat (Electronic and Mobile services) covering 19 departments with development team size of 15 consultants. Resulted in annual transactions of 1.5M & revenue 6M INR.
•Program managed (formulated SOW, raised RFP, Tender appraisal and approval obtained from State Government) for initiation and successful implementation pilot project for cost effective wireless connectivity for 8 North East States and for Mizoram with 50-150 mbps bandwidth speed for Inter districts, connecting all 6 districts of State.
•In close coordination with CBMC, completed capacity planning, established EA communication and delivered capacity building training program addressing issues of CB. Completed successful training of 780 State.

• Project Managed(Project budget size-10M USD, team size -7) the implementation of ERP- SAP (All in One model) on cloud infrastructure (Data centre -MTN, Nairobi).Lead in Vendor/Implementation partner & Data centre selection, Infra requirement, SRS, budget formulation & approval from mgmt., business blueprint, functional mapping, realization & Go-Live) implementing 6 modules (FICO, SD, MM, QM, PP & HR) and achieved first ever consolidated view of balanced scorecard of corporate stakeholders which helped in reduced time to decision making.
• Complete IT infrastructure management and optimization. Improved Network Integration & stabilization of LAN/WAN from 47 % to 98.5 %.
• Implemented Document Management System (Engineering Maintenance) / CAD software on virtualized servers with multiple version availability removing bottlenecks of individual desktops. Cost savings achieved was 80, 000 USD.
• Implemented Google Apps - All modules deployment and training. Google Hangouts for all GMs resulting in improvement of communication and information flow by 80 percent.
• CRM application stack migration for reduction in IT Maintenance Infrastructure cost for CPW (UK) by about 25 % (Team size-6, cost savings-880K GBP, invested 32K GBP resource costs, 7 months). Created and maintained Technology Roadmap, mapping the IT capabilities to business users for CPW for optimized IT Stack utilization.
• Won IT Infrastructure outsourcing bids of 6M and 10M USD for two US companies as key Enterprise Architect. Performed operational and technology investment TCO, ROI, OPEX CAPEX and Portfolio Transformation analysis. Assessed organizational maturity in IT Governance, PMO, and Software Development. Developed key views of the future-state enterprise employing Business Architecture and Enterprise Architecture i.e. Business Capability models, Operating models, BPMs, Value Streams and Chains Application, Information, Infrastructure and Solution reference architectures.
• Key contributor to framework development for Cloud reference architecture for managing service portfolio and development of Host Messaging Collaboration Suite Reference Architecture.
• As delivery manager assessed Application needs for Progress Application stack using ITSM / ITIL process management tools. Lead the Systems and technology evaluation, interacted with business users for business automation needs to maintain IT agility. Attained 80% optimization of IT infrastructure covering data transfer, existing hardware / applications phase-out plan, asses server needs, process mapping between existing and new applications and end-user training.
• As Technical Manager lead design formulation, business requirement gathering, high level specifications freezing, supervising modules development, implementation and post implementation maintenance for Hospital Management System (HMS) (18 modules) in 2.5 years. The resulting ROI and business value addition after 1st year was 30 percent due to BPR, improved inventory management, business capability optimization and audit tracking.
• Developed Human Resource Management system in 2 years for in house deployment and sister units of JK group. (Team size-14, budget 450000 INR, complete SDLC process).
• Market research, survey, prototype implementation in 3 companies for customer fit for use of IMPACT-XP) in India.
• Provided strategy vision for launch of Real Estate ERP-COINS and demos of software to many Real Estate companies.
• Lead pre-sales technical bids for outsourcing projects and formulated technical RFP, DPR, SRS. The largest successful bids won was 2M pounds for Specsavers (UK).
• Development of Excise Module for an ERP (MFG/PRO) customized for Daewoo Motors. Resulted in process improvement by 35 percent for tracking by audit of all taxes and self-generation of tax reports.

• Lead design, project development and delivery of Traffic Information System (TRIS)(Team size-21, Ingress 6.0, VAX Server, 4GL Programming language, 150 users) for reducing demurrage charges from 20M INR to 5M INR/annum due to BPR improvement, better audit tracking of railway wagons in Bokaro Steel Plant.
