• MEAL system components - selected programming responsibilities
o Vision: Collaboratively consolidate, refresh, and communicate a vision for MEAL in the Jordan programme. Contribute to management decision making and the organizations strategic direction informed by evidence from MEAL systems.
o Project and programme design: Support the development of evidence-based programme Theories of Change, logical frameworks, and the development and selection of indicators for new and existing grants.
o Accountability to Affected Populations (AAP): Ensure the Jordan programme’s AAP Feedback Guidelines, Feedback and Complaints Mechanism SOP, and AAP Communication guidelines, are mainstreamed in a way that the Jordan programme is practically accountable to the beneficiaries and communities it serves.
o Assessments, monitoring & evaluation: Support and/or deliver high quality assessments, monitoring and evaluation activities, including the development of tools for qualitative and quantitative data collection, analysis and use such as for post-implementation and post-distribution monitoring. Manage and/or oversee internal and external summative and formative evaluations.
• MEAL system components - cross cutting responsibilities
o Programme quality expectations: Promote the integration of programme quality expectations into MEAL activities, including Humanitarian Principles, the Core Humanitarian Standard, Sphere, donor guidelines, and Medair policies and procedures.
o Data quality: Promote and oversee the regular assessment of programme Data Quality (integrity, validity, precision, reliability and timeliness).
o Learning and adaptation: Promote continuous improvement and innovation, ensuring that endorsed action points from MEAL activities are documented, shared, and factored into project design and management.
• MEAL system components - management responsibilities
o MEAL planning: Develop and deliver on project and programme level MEAL plans.
o HR: Line-manage MEAL personnel, oversee the recruitment of new MEAL staff, and manage staff professional development (including objectives setting, regular feedback and appraisals).
o Training: Assess the capacity needs of MEAL and, as appropriate, non-MEAL staff and ensure appropriate training is provided through different means.
o Budgeting and financial management: Support budgeting for MEAL activities and personnel in coordination with programme and finance teams. Manage Purchase Requests (PRs) and Payment Disbursal Forms (PDFs) for MEAL related activities, in coordination with the logistics and finance department.
• MEAL system - strategy, approach and other selected components
o Internal and external communication: Contribute to appropriate, regular, transparent, and supportive communication between the MEAL team and all other departments, as well as Field and GSO advisors, and relevant external stakeholders (e.g., beneficiaries, community leaders, local and national government authorities, service providers, UN agencies and other NGOs) with the objective of ensuring good cooperation and partnership.
o Internal and external collaboration and networking: Participate in relevant internal and external working groups and networks, including Medair’s Regional MEAL Community of Practice and the Amman MEAL network.
o Collaboration with Information Management team: Work closely with the Information Management (IM) team to develop and revise tools for data collection, analysis and use.
