- In charge of the Contracts and tenders division in the technical Support team and leading a team of a quantity surveyor and contract documents controller.
- Develop / maintain and follow up the annual acquisition plan for the department and update management on progress to facilitate decision making.
- Coordinate with end users departments to collate contract requests, requirements and draft bidding documents to issue tenders ensuring they are within set quality standards and advice on areas of improvement.
- Verify contract documentation ensuring clarity of scope of work, project deliverables and time frames are in line with Client objectives while timely managing maintenance of information/records of all contracts handled by the division whilst ensuring security/confidentiality of Tender and Contract documents and files.
- Detailed review of commercial proposals from international sellers for transfer of know-how contracts in manufacturing facilities (one was EPC), the review included commercial and contractual bid terms and conditions and delivery terms according to Incoterms 2010... Etc.
- Same as above but for a B.O.T contract, the scope of work included the design and construction of Demilitarization facility.
- Development of the Unified Supply contract to a Supply and Installation contract.
- Preparation of the documents for the pre-contractual phase & the contract documents for the contracting phase for Construction projects (33 projects) with a total contract sum of (1, 331.99) millions SR (including quantities take-off) for the following:-
o Industrial facilities (A/E, manufacturing, assembly facilities, Igloo type explosives store), laboratory buildings, shooting range, civil defence station, warehouses, infrastructure facilities, educational institutions, pre-cast fencing, space frame shades.
o Rehabilitation of villas, institutional buildings, laboratory building.
o Modifications to existing facilities.
- Preparation of the bid documents & the contract documents for construction projects which were designed by external consultants (22 projects) with a total contract sum of (1, 281.25) millions SR.
- Preparation of the scope of work, bid documents & the contract documents for consultancy services projects for design services and construction supervision services (19 projects) with a total contract sum of (131.182) millions SR.
- Preparation of the bid documents & the contract documents for consultancy services projects for Administrative, legal, IT, research services (13 projects).
- Preparation of the bid documents & the contract documents for Supply of goods and Supply and Installation projects for (6 projects) with a total contract sum of (642.748) millions SR.
- Preparation of the bid documents & the contract documents for Operation and maintenance and Cleaning services projects for (8 projects) with a total contract sum of (221.067) millions SR.
- Preparation the detailed evaluation and comparison of bids for more than (100) projects.
- Providing construction supervision & project management tasks for some projects.
• Detailed Contract Management performed tasks:
- Pre-contractual Phase:
1. During the design stage, holding meetings with the owner, design team and the equipment suppliers for insuring that their requirements are fulfilled and inquiring any clarifications regarding the scope of work and assuring the coordination between all disciplines for the construction of new facilities or modifications of existing ones (Equipment and production lines suppliers are International Companies).
2. Preparing quantities take off, methods of measurements, and technical specifications according to Master format, preparing rough and detailed cost estimate.
3. Choosing the appropriate procurement instrument, developing the procurement strategy, verifying the statement of work, preparing solicitation documents for the tenders, reviewing the non-competitive justification and review the evaluation criteria, determining the appropriate contractor selection methodology.
4. Preparations of ToRs for Open Competition Bid and RFP for Limited Competitions Bid, all bids are Single-Stage, Two-Envelope Bidding Procedure.
- Contracting Phase (tendering process and awarding of contract):
1. Respond to inquiries from prospective bidders & issue appropriate tender circulars/addenda; holding Bidders' Conferences; conducting Site Visits.
2. Preparing Opening of Bids report.
3. Bid evaluation which includes: preliminary examination for completeness of Bids and Bid securities; determine of substantial responsiveness of bids; initiate and administrate all contractual correspondences including seeking clarifications from bidders; detailed evaluation and comparison of bids using the method of Quality - and Cost-Based Selection (QCBS) with the following criteria: relevant experience, past performance, financial capability, capacity assessment, management and technical skills, available resources, proposed team for the project; responding to challenges to procurement decisions; preparing award recommendation and final evaluation report; review of the JV Contract Agreement between the JV parties; finalization of award and letting of contracts.
4. Reviewing of performance Bond.
5. Preparation of final contract documents such as price schedules, incorporation of amendments into final contract documentation, special conditions provisions, breakdown of lump sum items.
6. Checking and reviewing the translation of amended articles form English to Arabic language and vice versa.
- Contract management phase:
1. Providing all the clarifications for the queries and the RFI sent from International equipment suppliers for the construction of new facilities with a turnkey contracts.
2. Checking and reviewing the end user certificate (supply contracts).
3. Checking and reviewing hold harmless/indemnification agreements/clauses.
4. Checking power of authorisation for the assigned project manager.
5. Handling possession of the site.
6. Holding ‘Kick off’ meeting with the contractors and the consultant.
7. Checking and reviewing the advance payment bank guarantee.
8. Review and negotiate contractor's time and cost related variations and claims and scope of work reduction due to required capital reduction as per owner requirements & make amendments to the Contracts (8 V.O ranging from 2.5millions up to 12millions total worth of 49millions).
9. Value engineering for 3 projects which resulted in (189) millions capital reduction.
10. Checking and reporting on contractor and construction supervision consultant and other associated parties compliance with the contract and progress of works.
11. Coordination with site team to ascertain contractual and practical measures to ensure compliance with requirements.
12. Assessing contractual implications of site decisions and optimization of practical contract conditions.
13. Assisting department project managers in resolving contractual discrepancies; ambiguity, lack of clarity, divergent opinions & interpretations.
All the above duties mentioned in the previous position.
Position: Project Manager for Consultant Construction supervision
Project:Finishes of Al Suhaibani 2 tower - Dahran road
1. Leading a team of electrical and mechanical engineers.
2. Performing typical work activities such as reviewing mobilization plan, shop drawings, method statements, checking plans, drawings, ensuring that all materials, plants used and work performed are as per specifications.
3. Time management including checking of ASP program, updated programs, revised programs, WBS, logic sequence of activities, productivity rates, cash flow, man power histogram.
4. Overseeing the day-to-day construction on site, including monitoring the site labour force, the on-site materials.
5. Overseeing the quality control, method statements health and safety matters on site.
6. Liaising with Owner resident engineer, coordination and management of site work packages performed under several sub-contractors with scope of work of the main contractor.
7. Reviewing of contractors' monthly interim invoices according to contract payment terms.
8. Coordination of site work with all disciplines.
Position :Senior Structural/Civil Engineer for construction supervision
Projects for King Fahd University of Petroleum and Minerals:-
• Construction of Computer Science building of 6, 700m2 footprint, (5 floors), elevations of precast concrete cladding.
Parking building of 4, 800m2 footprint, (5 floors), the structure system consisting of cast in situ concrete and hollow core slabs, precast concrete cladding.
The project included mechanical plant, cooling towers and open parking area, total contract value 70 million S.R.
• Construction of Bachelors accommodation buildings which consist of 8 residential buildings and site layout, total contract value 23 million S.R.
• Construction of housing extensions for existing houses inside the campus.
• Reasphalting of the campus roads 50, 000m2.
• Construction of a new open parking 5, 000 m2.
• Construction of AL FARDOUS MOSQUE.
1. Providing construction supervision for the construction of the pile foundation (by the continuous flight auger method) of a residential building of 18 stories including the setting out of all piles, checking the drilling and casting of the piles and supervising the load test on piles and reviewing the settlement.
2. Performing typical work activities such as reviewing shop drawings, method statements, levelling and surveying of the site, checking plans, drawings, ensuring that all materials, plants used and work performed are as per specifications.
3. Overseeing the day-to-day construction on site, including monitoring the site labour force, the on-site materials.
4. Overseeing the quality control, method statements health and safety matters on site.
5. Reviewing of contractors' monthly interim invoices according to contract payment terms.
• Construction of 6 pedestrian bridges over Mahmoudia Canal, the bridges span of 25m, superstructure steel construction, concrete ground slabs for the deck, substructure of concrete walls, pile foundations (Strauss and continuous flight auger piles 20 to 22 m deep) and pile caps, rubber supports.
• Construction of the Mosque of Quaitbay.
• Rehabilitation of Laboratories Build. At Victoria College and construction of two steel towers supporting lighting fixtures for the football court.
• Second phase of the construction of Lawyers Village - North Coast which included Construction of two swimming pools, roman theatre, landscaping areas, renovation of the potable water network, construction of sewer network, irrigation network, underground concrete water tank, construction of roads 27, 000 m2, landscaping for the entire village.
Projects summary: • The construction of a residential building 2, 200 m2, the owner is Housing & Development Bank Construction of a residential building of 12 stories including piles foundations, R.C skeleton & the finishing works.
• The construction of a 5 residential buildings the owner is Egyptian Engineering Syndicate.
• Duties and Responsibilities:
1. Working as a project engineer for the construction works, performing typical work activities such as preparing shop drawings, method statements, setting out, levelling and surveying of the site.
2. Managing the day-to-day construction on site, directing and assigning work tasks to the site supervisors and labour force, the on-site delivery of materials.
3. Managing the sub-contractors work packages.
4. Performing all quality control on performed works before sending RFI for the supervision consultant.
5. Managing all health and safety matters on site.
6. Liaising with Project manager for all site and construction matters.
7. Preparing quantities take-off for all finished items according to project standard method of measurement, monthly interim payments and final payment according to contract payment terms.
Projects summary: • The construction of pile foundations by the continuous flight auger method for residential building of 2, 300 m2 - Alexandria - Egypt in a project owned by Housing & Development Bank.
• The construction of pile foundations by the continuous flight auger method for electric power plant - Alexandria - Egypt.
• Duties and Responsibilities:
1. Working as a project engineer for the construction works of the Pile foundations which included making the site setting out, levelling and surveying, the survey work for the piles locations.
2. Managing the drilling of the piles to the foundation level and the casting of concrete.
3. Performing all quality control tests on cast in situ concrete and the load tests on piles to determine the settlement, survey work on casted piles to determine the deviation.
4. Managing the day-to-day construction on site, directing and assigning work tasks to the site supervisors and labour force, the on-site delivery of materials.
5. Liaising with Project manager for all site and construction matters.
