Project Title: Establishing the Minimum Requirements for Human Resources for Health in the Philippines

Principal Investigator of the Project: Gemiliano DL Aligui, MD MPH, PhD

This study is expected to address the need to inform the Department of Health (DOH) and other
stakeholders regarding the human resource for health (HRH) parameters such as qualifications,
types and number of health personnel per unit population that will meet the needs of implementing the basic health services of the community congruent with the National Objectives for Health (NOH) and the Millenium Development Goals (MDG). The study will also
determine any changes in the HRH by island groups. It will also assess: (1) The possible effects of external forces or international demands on production, retention of health resources for health;
(2) How all of these may or may not be met in measurable terms; and (3) the influence of these factors on regulations that govern institutions providing programs that develop human resources
for health. The study can potentially explore possible options towards meeting human resources requirement of the NOH and MDGs.

The following responsibilities were done during the course of the study: (1) Selected tertiary hospitals that will be counted as potential participants in the study. (2) Asked permission and established communication from the hospitals in order to gain their approval to participate in the project via their respective medical directors. (3) Made contact with participants inviting them to participate in the study. (4) Set up appointments and courtesy calls. (5) Collected data through the following measures: Administered and retrieved structured questionnaires to nurses, medical technologists, midwives, radiologic technologists and physicians specializing in internal medicine, obstetrics and gynecology, pediatrics, surgery, pathology, and radiology. Conducted interviews to the chief administrators of the nursing service, laboratory and radiology departments. Interviews were also done with physicians specializing in internal medicine, obstetrics and gynecology, pediatrics, surgery, pathology, and radiology. Handled time and motion studies to observe the actual health care delivery of emergency and outpatient departments, particularly focusing on the healthcare providers’ direct and indirect patient care.

Studies made during the residency period at UERMMCI “Self Perceived Competency among Filipino Nurse Executives in Relation to Several Variables” Co- Author. 2012 The study was presented in the following Fora: 1. 16th East Asian Forum of Nursing Scholars: Developing International Networking for Nursing Research- Held last February 21-22, 2013 at Bangkok, Thailand. 2. 1st Philippine Forum of Nursing Scholars: Translating Research Evidence into Practice- Held last March 6, 2013. Abstract AIMS The study attempted to determine the self-perceived competency of the Filipino nurse executives in relation to age, years of practice, and years in leadership position with the use of the American Organization of Nurse Executives (AONE) Nurse Executive Assessment Tool. METHODS It is a descriptive correlational study wherein forty-three Filipino nurse executives (N=43) completed questionnaires of self-perceived competency (AONE Nurse Executive Assessment Tool permission to use granted last Nov. 26, 2012 by Eric Francque
Marketing Communications Manager of AONE) in relation to age (Pearson Correlation 2-tailed: at 0.05 level of significance: r=0.403, p=0.007; significant relationship), years of practice (r=0.398, p=0.008; significant relationship) and years in leadership position (r=481, p=0.001; significant relationship). RESULTS Filipino nurse executives rated their competency level as follows: leadership (3.77), professionalism (3.70), communication and relationship building (3.65), business skills (3.44), and knowledge of health care environment (3.31). As nurse executives’ age and yeas as nurse progresses, perception on competencies improved except the leadership domain. As nurse executives’ age and years in leadership position increased, self-perceived competencies improved except the professionalism domain. CONCLUSIONS Mastery of being a Nurse Leader/Manager is a specialized skill that Filipino nurse executives consider themselves as proficient and competent, and is associated with the length of time a nurse executive stays in a leadership position. “Outpatient Healthcare Services and Level of Satisfaction Among Clients of Pampanga Advanced Renal Care” (Master’s Thesis) Author. 2013 The study was presented in the 17th East Asian Forum of Nursing Scholars: Scaling Up Partnerships for Graduate Education and Research- Will be held on February 20-21, 2014 at Manila, Philippines. ABSTRACT The study tried to ascertain whether satisfaction from healthcare services (The Registration Process, Nursing Care, Physician Care, and Information Service) have significant relationships with overall satisfaction with the use of Keegan and McGee’s Satisfaction with Outpatient Services (SWOPS) tool among 62 patients of Pampanga Advanced Renal Care. Young people are more satisfied with the registration process (p=0.025) and overall satisfaction (p=0.050) as compared to older individuals, which is contrary with what the literature states. Unmarried patients tend to be more dissatisfied with the registration process (p= 0.024), because they lack support system. The study also implies that college graduates can be more difficult to satisfy with nursing care (p=0.050), with their possibly vast pool of knowledge, thus their background knowledge on dialysis often dissatisfies them when their needs are not met by nurses. Information services provide a large bearing in triggering overall satisfaction (Spearman’s rho= 0.811). Good quality information, by any healthcare provider, can instill a positive effect on patients’ active involvement in their care that may contribute to an overall increase in satisfaction. Patients’ satisfaction with hemodialysis patients may improve if they will take into consideration the following findings seen in the study.
