Reviewed and recommend the changes/requirement in the EIA (Environment Impact Assessment) report of EPRF II (ENAR Petroleum Refinery) expansion project.
PTW system, training and implementation. Review and approve daily work permits (Hotwork, Confined Space, Cold Work, and Excavation).
Participates and assists on various Environmental and IH (Industrial Hygiene) Programs like: Fugitive Emission Program, Medical Surveillance Program, Hearing Conservation Program, Emission monitoring System, Waste Management, Stacks sampling.
Prompt advice to the Senior Management on HSEIA (Health, Safety and Environment Impact Assessment) issues.
Ensure the effective ER plans are developed and are aligned with the Refinery and contractor plans.
Guide contractors in conducting Risk Assessments/Job Safety Analysis for critical activities to ensure safe execution of Project.
Member of PHA (Process Hazard Analysis) Team, involve in Plant MOC (Management of Change) Technical change, Procedural and Organizational Changes.
Involve in Annual appraisal of Employees through EHS Performance Evaluation Form
Responsible for the preparation of the Monthly Monitoring of Stack Emissions and report to EPA (Environment Protection Agency) Software SMART (Self-Monitoring and Reporting Tool)
Facilitate investigations of major and minor incidents and review all incident data including reporting, investigation results, tracking, trending and management reporting of Company safety performance
Train Business partners on HSE induction process
Conduct Emergency Response Drill Monthly, Evacuation Drill Quarterly, and Fire Drill Weekly
Advice for Safe Handling of chemicals and its safety data sheets (SDS) availability for HCL, NaOH, Crude Oil, Naphtha (L/N, H/N, S/N), HSD, Kerosene, Mixed Turpentine, PPD, Amine, LSFO, HSFO, Cresylic Acid, PPD
Quarterly Noise survey of the Plant & Equipment using Noise Dosimeter.
Co-ordinate with HSE Departments of Chevron, Pakistan State Oil, Shell, Oil & Gas Development Company Limited & BHP Billiton for the Oil Spill Prevention from Oil Trucks for the safe Loading and Unloading of Oil.
Conducting sites Risk Assessments & Tool Box Talk on field to the employees and contractors.
Periodic Inspection of SCBA, Burn Kit, Spill Kit, Fire Blanket, PPEs Cabinet and Emergency Eye Wash Showers.
Schedule combined Emergency Response Drill with National Refinery, ANOUD Power, Pakistan State Oil Refinery and ENAR Petrotech Services.
Ensure all Safety and Fire Fighting Equipment and Emergency Equipment are operational
Responsible for inspection of Hazardous and Explosive Gases portable Gas Detection Device (Drager GmbH).
Plan & execute Process Safety & Risk Engineering studies for Projects including but not limited to HAZOP, SIL Classification, Hazardous Area Classification, QRA (Qualitative Risk Assessment) and Process Safety.
Test the Emergency Preparedness and Response Plan (EPRP) through conducting mock drills.
Arrange and Chair workshop associated with HSEIA and safety studies namely PHA workshop, Bow-Tie workshop, ALARP workshop etc. to ensure that workshop are conducted in line with set guidelines and procedures and meets technical requirements

Review HSEIA reports for other OPCOs as available from steering Committee
Ensure that Fire Fighting Equipment (Fire Extinguishers) are properly maintained and available at Plant
Investigation & reporting of Incident, any Injury, loss, or Damage to property or any Near Misses
Identify EHS operational expenditure (OPEX) and capital expenditure (CAPEX) needs for the short and long term plans annual operating plan (AOP's)
Act as a subject matter expert for all HSEIA studies (all projects and operation) and associated safety studies namely consequence assessments, COMAH, QRA, FRA FERA, EEERA, ESSA, Performance Standards, etc
Impart training on HSE critical topics and focus on H2S hazards.
Provides leadership in HSE compliance audit program with respect to compliance with Pakistan Petroleum Limited policies as well as applicable regulatory requirements. Trained in use of risk assessment and analysis tools as well as Process Hazard Analysis (PHA), Layers of Protection Analysis (LOPA), Quantitative Risk Assessment (QRA), and leads investigations of major incidents.
Ensure all fire systems (Alarm, firefighting, suppression etc.) are fully operational and being inspected as per global and local Civil Defence requirements.
Inspection of First Aid kits & Fire Extinguishers in Ambulance and inspection of Fork Lifter.
Collect, ensure accuracy and report all EHS data and Key performance indicators (KPIs) in timely manner

Review engineering related to Projects and Modifications (MOC), provide Safety Quality Control support and ensure compliance with Government Safety Standards & Pakistan Petroleum Limited Practices
Evaluate the Bid Comparison against generated RFQs (Request for Quotations) for the Safety, Fire Fighting Equipment
Preparation of JSA (Job Safety Analysis) in connection of Work Permit
Control Quality of Product according to API Specification 13-A / ISO 13500
Develop Emergency Response Plans in line with the Company and contractor plans.
Conduct Mock Drills to test the effectiveness of the Emergency Response Plans
Establishment and maintenance of site HSEMS ensuring in line with applicable legislation and ‘best industry practice’
Develop and review procedures for HSE Management system.
