M&E: Planning and Implementation (40%)
• In collaboration with the PQM, assist in the development of relevant, effective, and feasible monitoring plans;
• Lead the development of necessary tools and materials to implement planned M&E activities;
• Capacity building and training of program staff on M&E implementation, participate in trainings M&E technical and conceptual areas; for example on enumeration, data collection, and beneficiary interaction and become a trainer of trainers for relevant staff;
• Conduct routine monitoring (including but not limited to focus group discussions in close consultation with the project framework, and provide feedback and recommendations on the project as required by the donors, management team and all relevant stakeholders.
• Play a key role in facilitating monitoring activities, including but not limited to: focus group discussions, key informant interviews, surveys, in-home post-distribution monitoring, and other activities as necessary;
• Lead, under the PQM, data collection efforts for monitoring activities, including information gathering, logistical support, liaising with and overseeing data collection teams, etc.;
• Collect and review post-distribution monitoring data. Actively interrogate data for discrepancies, errors, and missing data, in order to verify accuracy of the data;
• Provide technical support and managing activities of M&E assistants in all duty stations, including weekly work plans in conjunction with center management.
• Oversee the performance of supervised staff, including contributions to the performance appraisal and capacity development plans.


Accountability (30%)
• Lead staff engaged in monitoring activities, and ensure proper understanding and use of DRC’s standard operating procedures;
• Under guidance of the PQM, ensure that complaints and feedback mechanisms are in place and functional, and make sure relevant feedback is given to the beneficiaries and properly documented.
• Directly follow up program-related complaints with Program Managers to ensure complaints are handled in a timely and accountable manner;
• Assist the PQM to monitor and improve DRC Jordan’s compliance with its commitments under the Humanitarian Accountability Partnership (HAP) and CORE standards, including ensuring appropriate programmatic information is available to all stakeholders in Arabic;
• Work directly with the Senior Database Officer to ensure Information Management SOPs and guidelines are adhered to across project sites;
• Coordinate all confidential data set lists, with the Senior Database Officer, between DRC main and sub-offices, DRC and partners, and DRC and UNHCR (for VAF).


Learning (30%)
• Lead the translation and analysis of monitoring data, leading to the development of lessons learned reports, monitoring overviews, donor reporting, etc. with the PQM;
• Continuously identify and highlight feedback from partners and beneficiaries to be considered for improving project implementation and share this information through written, monthly updates to the Program Quality Manager;
• Collect and compile all Shadow Home Visit reports and submit a monthly overview to Program Quality Manager for review with Project Managers;
• Develop a monthly overview report of all monitoring activities, working closing with the M&E assistants/officers in field locations, and submit to the PQM to ensure timelines and work plans are being followed;
• Ensure the learning from internal and external evaluations or ongoing monitoring is disseminated and incorporated into the future project development.
