Job description:

• Working closely with implementing partners (IPs) from International NGOs and operational partners to provide assistance & services to refugees.
• Working closely with Programme, Operations, and technical sectors and with UNHCR HQs staff to exchange information and ensure consistent service delivery.

Tasks:

 Negotiating agreements and project budgets with implementing partners and ensure that IP agreements are established in conformity with UNHCR’s financial rules and the latest Headquarters’ instructions.
 Assist in preparing the Country Operation Plan and budget distribution.
 Organizing and documenting a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners.
 Represent and lead UNHCR Multi Functions Team in physical monitoring and financial verifications of projects.
 Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the projects performance by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required.
 Processing of requisitions, POs and vouchers.
 Initiating payments to Implementing Partners.
 Responsible for budget monitoring and financial analysis.
 Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze Programme performance, trends and target interventions.
 Review and analyze agreements financial reports.
 Review and take decisions on reclassifications requests proposed by implementing partners in accordance with UNHCR regulations and Financial Management policies.
 Participate in donors financial reporting and proposals submissions.
 Collects, registers and maintains information on project activities.
 Prepare status and progress reports, prepare tables and draft routine correspondence.
 Prepare background material for use in discussions and briefing sessions.
 Apply UNHCR’s corporate tools (Global Focus- MSRP) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.
 Assist in ensuring compliance in issuance of audit certificates for Implementing Partners.
