Scope of Work: Manage and Supervise the Testing and Commissioning program.
Duties Include:
• Facilitate and Assist in the full implementation of T&C Programme and Progress Reporting, Commissioning Strategy and Commissioning Process, as part of the T&C Management Plan.
• Lead the commissioning progress meetings and provide updates on all commissioning activities, current status of performance testing and scheduling of works in line with the program.
• Prepare and Submit Detailed Method Statements for all commissioning activities in coordination with Specialist sub-contractors and other stakeholders.
• Produce, collate and submit the T&C documentation in the approved format (Test Packs- Includes Commissioning Completion Certificates, Installation and Test Certificates, Calibration Certificates, FAT, As Built etc.) to facilitate in TOC process.
• Comply with the T&C notification protocol as required by the PMCM.
• Provide all tools, equipment, meters, load bank simulators, test rigs to perform all facets of the Commissioning Plan. Provision of testing apparatus and load simulation devices such as load banks for generator testing and smoke generators for air-conditioning, ventilation and fire and life safety systems
• Provide a thorough testing, functional operational and performance testing of all building systems through all operating modes including part loads, full loads and failure modes etc.
• Facilitate testing activities across the full spectrum of MEP such as Performance Testing of all Hydronic Pumping Systems, HVAC Air and CHW balancing, Mechanical Ventilation Systems, Fire and Life Safety Systems (Fire Fighting Systems- Wet(Fire pumps), Clean Agent (FM200, NOVEC1230), Foam and Pre-Action Systems, Engineered Smoke Control System, Stairwell Pressurization System, Fire Alarm System, Access Control Systems, Public Address), MV LV Power Distribution Systems, Emergency Power Supply System, ELV Systems, Vertical Transportation Systems etc.
• Ensure Full compliance of the T&C Process and submit the associated documentation (Authority to Proceed Documents) in each stage of the T&C process flow which includes Construction Completion, Startup & Pre-commissioning, Standalone and Integrated System Testing
• Manage all testing activities from component level to system level and integrated facility level testing.
• Conduct the Integrated System Level testing (BMS Function Testing, Fire Alarm Cause and Effect Testing (Doomsday Test), Building Blackout Testing etc.) of various commissioned standalone systems to verify reciprocity between systems are in accordance with specified performance requirements.
• Assist in the Civil Defense Inspections for Project Fire and Life Safety Testing and Approval.
• Maintain project records including data, documentation, issues and progress reports.
• Manage and facilitate the complete handover documentation delivery such as Project Design, O&M, As Built Drawings, Certifications from local authorities and independent testing agencies, T&C records, Keys and Access Cards, Spares & Special Tools and Training.
• Assist the client with all required Testing and Commissioning documentation for handover, including site walks and tracking and resolution of punch list items.

A. Project Handover Status Evaluation: Evaluated the Installed Mechanical Systems in terms of Material Compliance, Installation Procedures, Testing and Commissioning Inclusions, BMS Inclusions and Performance Requirements etc.
B. Testing and Commissioning Supervision: Supervised the Testing and Commissioning Process in compliance with project guidelines, contractors T&C plan and specialist T&C recommendations.
C. Apprised the client of major installation issues and design performance deficiencies and provided timely advice and guidance by initiating Non Conformance Reports and Mitigation measures needed to resolve the Issues. Namely: Missing Dampers for Engineered Smoke Control System, Faulty Installation of Control Valves, Dampers etc., Material Non Compliance of Fire Safety System components, Missing Control Valves for District Cooling Chilled Water System etc.
2. Ministry of Interior Integrated Project (Role: Consultant):
A. Installation Supervision: Supervised the installation of Mechanical Systems as per project documents and standards.
