Review and approve of all material submittal
submitted by the Contractor.
 Review and approve of all supplier and subcontractor’s
pre-qualification submitted by the
Contractor.
 Review of ITP and Method Statement relevant
section.
 Ensure compliance of used materials with the Project
Specification, QCS 2014 and PWA circular.
 Witness field and laboratory tests conducted by third
parties on the construction material to ascertain
their compliance with the specification.
 Review all independent laboratory test results
submitted by the Contractor as part of the material
approval process.
 Maintain records of material test results and
follow-up the pending test reports.
 Review monthly QA/QC Questionnaire to verify
compliance of required minimum testing frequency
as per QCS 2014.
 Review LDTS based on daily upload from 3rd party
laboratory.
 Monitoring material inspector activities and make a
record of their daily activities.
 Continuous monitoring and control of material
stocks and delivery for safe handling and storage to
avoid damage and contamination.
 Ensure inspection and checking of all delivered
materials to site for conformance to the project
specification, QCS 2014 requirement and PWA
circular.
 Review the procurement strategy and ensure long
lead items are ordered in a timely manner without
impacting project progress.
 Participate in Construction Quality Control, site
surveillance, and conduct Factory / Plant Audit as per
PWA Audit checklist.
 Liaise with the Government Authorities such as
KAHRAMAA Water and Electricity, QNBN, PPD and
DNOM.

Raise Request for inspection and ensure that all
attached documents are appropriate and currently
status.
 Conduct inspection for Drainage such as Surface
Water Drainage, Foul Sewer and Treated Sewage
Effluent from setting out till Final backfill of each area
and items.
 Conduct Inspection for Road such as setting out,
laying of Subbase, Cement Bound Material, Asphalt
Base Course and Final layer of Asphalt Wearing
Course-CRMB and ensure that all related tests such
as Straight Edge, Field Density, In-Situ CBR, and
Travelling Beam are being conducted as per
approved ITP
 Conduct inspection of civil work prior to submission
of request for inspection to the consultant and
advising of any deviation from the specification
before the consultant’s final inspection.
 Preparing and Reviewing Method of Statement,
Inspection and Test Plan, checklist to continually
improve project quality and enhance client
satisfaction.
Preparing and Reviewing pre-qualification
document and material submittal of the supplier
and sub-contractors prior to submit with the
Consultant for approval.
 Raise Material Inspection Request to Consultant
after receiving the material at site for approval
before incorporated to construction.
 Witness field and laboratory tests conducted by third
parties on construction material to ascertain their
compliance with the specification.
 Preparing and submitting the required document
such as Test reports parallel with each construction
activities done in the site as comments by the
Consultant in the request for inspection.
 Preparation of monthly QA/QC Questionnaire as per
the test conducted in a certain period.

Responsible for monitoring and supervising the
activities on lab and site and for coordinating all
concerned section to overcome any area of concern.
 Prepare and review a Method of Statement related to
material.
 Ensure test is carried out in accordance with relevant
standard test method and according to project client
requirement.
 Ensure all site equipment and instruments are fit for
use by provision of essential resources for the
implementation of calibration and maintenance
program.
 Ensure proper implementation of safety regulation
and protection measures are taken in the lab.
 Analyze the test result in a timely manner and
conduct corrective action to prevent non-conforming
products.
 Track and review the site testing and certificate of
compliance.
 Final check of various material testing reports such as
Asphalt, Bitumen, Aggregate, Soil, Steel, Durability
and Non-Destructive Test prior to their submission for
approval by the Material Department Manager.
