• Establish Contracts and Commercial Management of the Project on behalf of the Client from inception and administer the same including Change Control Procedures including variations/changes and implement PWA Project Payment Procedures and Guidelines.
• Overseeing commercial, contracts and claim aspects of the construction of the Projects.
• Communicate with the Client’s representatives continuously regarding status in the assigned area and areas of concerns.
• Take action on in-house Project Management procedures and prepare correspondence needed to comply with Contract requirements and Client’s procedures.
• Draft replies of correspondence on contractual and project related issues with the Client/Consultant/Stakeholders
• Provide expertise advise to the Client on commercial and contractual matters and necessary guidance regarding compliance with Contracts requirements and ensure strict implementation of the Standard Operating Procedures devised by the Client.
• Prepare reports to the Client as needed to investigate any problem related to the Scope of Services, Commercial, Contracts and Claims aspects of the project and recommend solutions to Client.
• Ensure the proper forensic research, review and recommendation to the Client regarding VOs/claims received from the Contractor.
• Maintain and suggest improvements to specific project procedures for monitoring and reporting in the assigned area.
• Assess variations and claimed submitted by the Contractor and prepare report containing contractual and technical position to the Client.
• Preparing and managing project contracts.
• To monitor, measure and audit the performance of the Contractors in managing the cost, financial and procurement activities.
• Ensure contract administration is properly carried out by the Consultant and monitor and report on the performance of contract administration by the Contractor.
• Ensure and review recommendations when requests for variation, addendum, extension of time, claims etc. are being processed, ensuring that they are in accordance with the Client’s relevant policies and procedures.
• Provide support to the management, amongst others, where required, on commercial and contractual matters.
• Advise the Client of any foreseen slippage of progress sand summarize corrective actions.
• Review weekly and monthly reports (including progress, extensions of time, commercial, claims, determinations and the like
• Identify priorities and tasks and develop the organization structure to assure execution of tasks, by providing clear direction on methods, time frame and schedule to achieve the stated goals.
• Deal and resolve project contractual & commercial matters on behalf of the Client with Contractor and other stakeholders
• Attend weekly commercial/contracts/claims and Project progress review meeting with Client and Contractor, internal financial review/coordination meetings etc.
• Monitor performance to assure the successful delivery of the Key Performance Indicators and client contractual requirements.
• Evaluating the Contractor’s monthly Interim Payment Applications, certifying IPA’s including subsequent recommendation to the Client accordingly.
• Provide commercial & contract risk assessment adhering to contractual obligations
• Ensure that the financial aspects and impact of a contract are clear to all parties
• Advise planning and scheduling staff on baseline programme, its updates and impact.
