• Define the PMO Health & Safety strategy and lead the design and implementation of a common project management methodology, standards and tools to drive and facilitate the successful delivery of projects.
• Lead the execution of a PMO Health & Safety governance, reporting and review framework to provide a holistic view of all organisational project activity
• Manage interdependencies and coordination across projects to ensure that information relating to Health & Safety project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated
• Identify and define the major Health & Safety strategic issues for the organisation and integrate diverse stakeholder interests with the Government’s broader agenda to inform the development and prioritisation of project initiatives and to proactively understand and mitigate risks
• Define Health & Safety business strategies and organisational policies to enable the strategic coordination of multiple major projects and initiatives to improve efficiency and effectiveness of projects
• Foster collaborative and mutually supportive relationships with project leaders and senior stakeholders, assess cross-functional project team capability, provide coaching, training and support to enhance the Agency's project/program management capability, and improve collaborative development and project results.
• Understand and ensure that the implications and duties imposed by new Acts of Parliament, Statutory Instruments, H.S.E. Guidance Notes and Codes of Practice are brought to the attention of the Board of Directors.
• To bring company related Quality, Health, Safety & Environmental matters to the attention of the Board of Directors at regular intervals.
• To ensure that good communications exist between employer and employees and are maintained.
• Liaise with the person appointed in the role of Safety Manager over the full range of their duties and responsibilities, with respect to inspections, audits, report recommendations, changes in legislation and advice obtained from other sources.
• Ensure adequate means of distributing and communicating Quality, Health, Safety, Welfare & Environmental information obtained for the H.S.E., Safety Organisations and Trade Associations regarding new techniques of accident prevention, new legislation requirements and Codes of Practice etc.
• Ensure that an adequate programme of training for Quality, Health, Safety & Environment is established and that the safety culture is encouraged amongst employees.
• Set a personal example at all times by using the correct Personal Protective Equipment/Clothing and following all safety requirements and procedures.
• Design and update Expressway Programme HSES MS.
• Provide HS&S technical advice to the PMC Programme Director.
• Review annually; Programme wide HSES Risk Register.
• Ensure that Area HSE Engineers review and approve Design / Supervision Consultants’ and Construction Contractors’ HSES Plans.
• Develop and update PMC Local Emergency Response Plan.
• Develop and execute PMC’s bi-weekly Executive Safety Walks.
• Report all recordable and significant incidents to the Client.
• Attend PMC’s weekly HSES meetings.
• Co-ordinate with the Area HSE Engineers on project wide HSES issues.
• Chair monthly Expressway Programme HSES Coordination Meeting.
• Ensure required HSES alerts / bulletins are prepared and distributed Programme wide.
• Prepare Programme Monthly Report for ASHGHAL
• Review HSE Specifications and communicate with Supervision Consultants and Construction Contractors
• Review KBR HSES Plan
• Interview / review CVs of newly appointed HSE personnel
• Response to any technical queries raised from other Departments of KBR or from ASHGHAL
• Coordinate with KBR Contracts Department in revising ITT package
• Revise HSES Questionnaire required for the Pre-qualification and Tender process
• Response to tender queries (HSE only)
• Provide required HSE information to other KBR Departments
• Prepare for yearly HSE Infernal Audit
• Coordinate all Area HSE Engineers activities
• Provide technical advice to the KBR Senior Management
• Interface / Coordination Activities - Sharq Crossing (Immersed Tube Tunnels), Q-Rail and Metro
• Advise, guide and coach members of the Senior Management Team and Project Managers/Directors
• Monitor and report on the Performance of the company against the requirements of the HSMS and relevant legislation
• Liaise with and assist all Directors and Managers in achieving an Injury Free Environment
• Liaison with trade contractors, designers, suppliers, client, enforcement agencies and other relevant parties
• Ensuring that accidents and incidents are investigated to root cause and that the findings communicated to the appropriate people
• Ensure the auditing of trade contractors, designers, suppliers in coordination with the Procurement Team
• Ensuring that the statistical records are maintained. Collate and report Health & Safety performance data and trend analysis in accordance with the HSMS
• Ensure the delivery of suitable Health & Safety Education programmes for all company personnel
• Ensure that all monthly reports are completed and issued in a timely manner.
• Coordinate and supervise the activities of Health & Safety Managers including their development
• Contribute to the development of an Injury Free Environment across CHEC
• Produce, implement and maintain a safety performance measurement, review and reporting system which complies with both statutory and corporate requirement
