 Recruit field professional and general services staff; Collaborate with country offices within the UN inter-agency group to ensure consistency of application in the recruitment and administration of local staff,
 Address staffing needs of other AO Units and Sub Offices through recruitment;
 Identify staffing needs and recruitment priorities in the AO and SOs taking into consideration budget availability;
 Monitor the recruitment timeframe for each Vacancy Announcement (VA) and identify possible corrective measures as require;
 Identify new/vacant positions in the annual operational work plans and in consultation with Managers and the office reviewed priority recruitments taking note of the budget constraints;
 Carry out job analysis and evaluation of requests for reclassification of professional position and make recommendations as appropriate;
 Lead, coordinate and/'or conduct briefing and training on all HR related matters;
 Successfully take up the processing and updating of leave plans for international;
 Advise managers on renewals and extensions of National Staff contracts and implement the same in WINGS 2 and PASport;
 Undertake WINGS II related actions on queries/reports on a monthly basis to monitor the accuracy of data in WINGS II;
 Responsible of monthly payroll for more than 420 staff.
 Determine, administer and provide advice on salary and related benefits, travel, social security entitlements, other allowances and incentives on the basis of contractual status; Review, recommend and/or approve level of remuneration for consultants,
 Monitor the appropriate use of various types of employee contracts,
 Monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintain of staffing tables, and processing of contracts;
 Prepare classification analysis of jobs in Professional and General Service and related categories and provide guidance to managers on the application of classification policies and procedures,
 Prepare Annual performance work plan and Operational Plan.
 Provide performance management advice to staff and management,
 Assess training needs of WFP staff and government counterparts and organize appropriate training, in collaboration with other offices; develop training programmes and design corporate learning management system; allocate and monitor training funds;

 Enrollment and update of dependents of National Staff in the System (Passport) in order to ensure that all.
 staff and their dependents are covered under Medical Insurance (Vanbreda).
 Time management for national staff in PASport (system designed for payroll action)
 Verification of salary advance requests.
 Provide senior managers about statistics report of salaries, number of staff, tracking sheets of recruitments, funding code, budget cost of staff per month/year, etc.
 Processing of monthly payroll for more than thousand staff.
 Updating of all national staff personal details for the purpose of monthly salary payments.
 Verification and monitoring the payroll action.
 Verification of monthly Hazard Pay of national staff, SC, SS and have sent with payroll process to finance on time for payment.
 Assist staff members in the completion of the PACE form (Performance and Competencies Enhancement) and clarify points that are not clear to staff members.
 Responsible for the preparation of monthly leave report for international staff and final submission to WFP HQ. in Rome.
 Verification and certify R&R request and keep tracking sheet for all cycle as well as that good knowledge about rule of R&R.
 Responsible for the preparation of UN ID card as well as WFP requests.
 Responsible for all protocol issued, i.e. request for new and renewal Laissez Passer, residence permit, entry visa, exit visa, preparation of all types of certificates to be issued to staff members.
 Responsible for all arrangement of new arrival, Accommodation& Transportation& visa& liaise with the managers to make briefing as required.
 Raise TA &TEC for new arrival and ensure all their payment done on time.
