Client: Royal Saudi Air Force (RSAF), value: 7.5 Billion SAR
Scope: PMC and SSC in King Faisal Air Academy in Al Majmaah Province, Al Riyadh, KSA, having a project area of 315 sq. km.

• HSE Management and Coordination: Working with the PMC Core team on HSE matters and reporting requirements, ensuring seamless communication and alignment. Coordinating with the Client (Royal Saudi Air Force) on HSE and security-related issues.
• Contractor Oversight and Compliance: Reviewing the contractor's HSE document submissions and safety plans & conducting audits to ensure adherence to safety protocols & contractual obligations. Strictly implement PTW systems in all activities at the site.
• Workforce Management: Managing daily operations for a large workforce of 10, 000 individuals, implementing training programs to raise awareness of safety hazards and prevent accidents.
• Developed and reviewed HSSE incentive programs to ensure they achieve the desired results and make necessary program changes to maximize the effect when required.
• Safety Walkthroughs and Coordination Meetings: Leading site HSE walkthroughs and chairing coordination meetings to boost safety awareness and prevent hazards. Recommending contractors on necessary precautions for a safe work environment.
• Incident Investigation and Reporting: Conduct investigations on accidents, incidents, and security breaches, identifying root causes and implementing corrective actions. Advising contractors on report completion and record maintenance.
• Emergency Response & Crisis Management: Effectively formulating disaster response procedures and strategically allocated resources to mitigate potential harm. Implementing a systematic approach to manage disaster prevention, preparedness, response, and recovery responsibilities.
• Security Management: Liaising with the client on HSE and security matters, ensuring strong compliance and cooperation. Directing the in-house security contractor to enforce security requirements and control access from the main gate to the project site.
• Traffic Management: Formulating a comprehensive traffic management plan to comply with KSA regulations, minimizing accidents at the project site, and considering the logistics activities and interaction of workforce, vehicles, and equipment.
• Environmental Management: Developed a site or project-specific environmental management plan to ensure compliance with regulations and prevent environmental pollution during project construction and operations. Implemented a comprehensive safety documentation system across the organization to meet regulatory standards.
• Identify health, safety, security, and environmental shortcomings, propose solutions to executive management, and address training needs. Arrange training sessions and syllabus both in-house and by a third party.

• Oversaw the health and safety of more than 6, 000 employees and spearheaded a centralized HSSE Department across:
Nakheel Landscapes Nakheel Facilities Management AG Middle East Qatar Advanced Media.
• Standardized corporate HSSE standards, processes, procedures, and worker’s welfare and security procedures.
• Adhered to the group's HSSE policies and procedures by conducting thorough risk and hazard assessments and associated control measures.
• Pioneered the establishment of the Worker’s Welfare Unit and devised the groundbreaking “Workers' Representatives Elections, ” later adopted as a country law by the Qatar Ministry of Labor.
• Led comprehensive HSSE efforts, resulting in zero safety incidents for over five years and 55+ million man-hours.
• Fostered a culture of trust and engagement, exemplified by the group's football team winning the Qatar Worker Cup for three consecutive years.

Promoted safe working practices and safety consciousness among safety team members, project personnel, and subcontractors including delivering training courses as required, including the design of the yearly training calendar, training syllabus, and technical material.
Implemented accident prevention programs to ensure LTIs are minimized and contribute to the preparation of the Project’s HSE plan and further review the emergency communication system, evacuation plan, and response plan.
Chaired the HSE committee meeting (staff & subcontractors) and supervised the HSE relations with client and local authorities.

2004 to 2009 Nakheel Dubai - Senior Safety Engineer (Dubai, UAE) In charge of two main projects; Jan 2007 to Feb 2009 International City prestigious projects (AED 17 Billion) Oct 2004 to Dec. 2006 Palm Jumeirah prestigious projects (AED 25 Billion) Led regular health and safety inspections to assess contractors' work areas and performance, identifying noncompliances and areas for improvement. Supervised the safety performance of all contractors on site and advising on the action plans to be taken to comply with the UAE Federal Laws, Dubai Municipality and Ports, Customs and Free Zone Regulations. Identified health, safety, security, and environmental shortcomings and proposed solutions to executive management as well as training needs and arranged training sessions and syllabus both in-house and by a third party.
Safety Engineer ACE International (reporting to Parsons Brinckerholf) Working as a Safety Engineer on the Crescent, Palm Jumeirah. Projects included: Crescent Infrastructure: contract worth 120 million AED for developing the roads and services for the crescent Crescent Bridges: Contract worth 50 million AED for 2 Bridges linking the crescent Infrastructure development for power project by ETA Sewage treatment plant worth 24 million by Target Directional drilling for connecting services from the fronds to the crescent by Al-Naboodah Responsible for: • The preparation of safety procedures and emergency plans • Implementation of safety management systems, site safety controls and documentation procedures • Auditing and inspecting the operations, preparing company’s and approving sub-contractors’ risk assessments & method statements • Inspection of scaffolding • Preparation of toolbox topics and contents • The gathering and updating of safety statistics • Arranging site security and personnel/vehicle passes • Design of HSSE forms • Inspection of welfare facilities • Design and implement PTW systems.
